The Emsbachtal Wastewater Association intends to optimize and renew the sludge dewatering of the Niederselters Wastewater Treatment Plant (68,000 PE). To date, the sewage sludge produced at the Niederselters Wastewater Treatment Plant has been mechanically dewatered using a chamber filter press with the addition of lime and FeCl3, and then stored in a sludge storage hall via a discharge and distribution system. In the future, mechanical dewatering using a centrifuge with the addition of flocculant aids is planned, and the feeding system is to be renewed, optimized, and adapted. To avoid operational concerns during the conversion and reconstruction process and extensive provisional measures for dewatering during the construction period, a preliminary investigation with relocation of the dewatering unit and integration into the adjacent sludge storage hall was already carried out in advance, which proves to be feasible and potentially advantageous. In the further planning process as part of the design planning, storage and discharge were also optimized. The subject of our request are the following engineering services: Lot 2: Technical Equipment (E-MSR Technology): The engineering services for technical equipment are to be offered in accordance with the scope of services and basic services of § 55 of the HOAI 2021 for phases 1 to 9. All engineering activities required for the successful implementation of the measure, including all ancillary costs, coordination and consultation appointments, site visits, construction and acceptance appointments, as well as all duplication fees, are to be offered. A phased or individual awarding of phases is expressly reserved. Phases 1 and 2 can be offered at a reduced rate, possibly due to the omission of separate scheduling. Phase 5 can be offered at a 4 percentage point reduction, as the execution planning can be carried out without slot and breakthrough plans. Please note that the AV Emsbachtal generally reduces the basic services of LP 7 by 2 percentage points, as the submission, the award decision by the association bodies and the award (award letter) are provided by the KBV/AV Emsbachtal. We kindly request you to indicate surcharges for ancillary costs and, if applicable, conversion and modernization surcharges, as well as to take into account the construction material to be processed, even if it is valued at 0%. Lot 3: Structural Design: The engineering services for structural design are to be offered in accordance with the scope of services and basic services of § 51 of the HOAI 2021 for phases 1 to 6. All engineering activities required for the successful implementation of the measure, including all ancillary costs, coordination and consultation appointments, site visits, construction and acceptance appointments, as well as all duplication fees, are to be offered. A phased or individual awarding of phases is expressly reserved. We kindly request you to indicate surcharges for ancillary costs and, if applicable, conversion and modernization surcharges, as well as to take into account the construction material to be processed, even if it is valued at 0%. As a special service, the reinforcement inspection, the checking of workshop drawings and the participation in construction supervision are to be offered. Phases 1 and 2 can be offered at a reduced rate, as a preliminary investigation is already available.
