Poland – Construction work – Zaprojektowanie i wykonanie robót budowlanych dla zadania pod nazwą: "Budowa nowego zaplecza technicznego w Gliwicach"

The subject of the contract is: Preparation of comprehensive (for Stage I and Stage II) project documentation (including, inter alia: • detailed multi-disciplinary design concept; • demolition project and obtaining a demolition permit for building structures; • construction project (understood as: site development project, architectural and construction project, technical project) and obtaining a building permit; • executive project; • investor's quantities and cost estimates; • technical specifications for the execution and acceptance of works; • post-construction documentation; • operational documentation of the building and equipment; • siding work regulations agreed with PKP PLK S.A.; • fire scenario – agreed with the relevant territorial unit of the State Fire Service; • fire safety instructions; • roof de-icing instructions; Execution of basic construction works, including: • preparatory; • demolition; • securing; • accompanying (necessary for the execution of basic works) • tidying up during the execution of basic works, as well as after their completion. As part of this contract, the Contractor is obliged, in particular, to obtain: supply conditions, acceptance conditions, conditions for the removal of collisions, all permits and agreements required by law in order to implement and accept the investment. In the scope of the decision on environmental conditions, the Contracting Authority will transfer the decision to the Contractor after its issuance by the Authority. Due to the change in MPZP, the planned date for obtaining the DŚU decision is December 2026. The Contractor is obliged to meet all the requirements of DŚU at the stage of preparing the project documentation and implementing the works. The investment will consist of the design, construction and equipment of the technical background of Koleje Śląskie for the servicing of railway rolling stock under the name "Construction of the new technical background in Gliwice" along with internal installations (water-san, c.o., mechanical ventilation, compressed air installation, electrical and telecommunication installation) and land development: pedestrian paths, internal road, parking, sand silo, fence, demolition of buildings and elements of the existing technical infrastructure, construction of external building installations (water-san, storm drainage, electrical, ext. lighting, telecommunication, srk), reconstruction of colliding existing ground reinforcement installations, construction of connections and construction of the track layout and traction network at ul. Bojkowska 39 in Gliwice in two stages. 2. A detailed description of the subject of the Contract is contained in Annex No. 2 to the SWZ (Draft Contract Terms). 3. The Contracting Authority envisages the application of the procedure referred to in Article 139(1) of the PZP Act, i.e. the Contracting Authority will first carry out an examination and evaluation of offers, and then carry out a subjective qualification of the Contractor, whose offer was most highly evaluated, in terms of the absence of grounds for exclusion and the fulfilment of the conditions for participation in the Procedure. 4. The procedure will be conducted in the Polish language using electronic communication means via the Contracting Authority's Procurement Platform at: https://kolejeslaskie.eb2b.com.pl. Use of the Platform is free of charge. The Platform will provide changes and clarifications to the SWZ content and other contract documents directly related to the Procedure. All declarations, notifications, clarifications and other documents in the Procedure, as well as the contract, will be drawn up in the Polish language. 5. The planned date for the implementation of the contract: from the date of conclusion of the contract to 2 November 2028. Specific dates are indicated in the Draft Contract Terms (Ppu) constituting Annex No. 2 to the SWZ. The indication of the contract execution date by specifying the date is justified by an objective reason related to the co-financing of the project from EU funds in accordance with Section IV, paragraph 4.26 of the SWZ. This regulation enables the financing of the subject of the contract (in a substantial part) from EU funds, ensuring that the Contracting Authority fulfils the contract for co-financing, i.e. meets the obligations of the Contracting Authority arising from the above contract. The indicated date constitutes the planned date for the completion of the contract execution, which means that this date may change, based on a change in the Ppu. The contract is the execution of the entire project documentation: for Stage I and Stage II and the internal traction network in the hall. In accordance with the provisions of the PPU, § 20, paragraph 3, the final decision on the exercise of the right of option and the scope of the option is taken by the Contracting Authority and will take place no later than 31.03.2028.
