Poland – Refuse disposal and treatment – Świadczenie usług związanych z odbiorem i zagospodarowaniem odpadów komunalnych wytwarzanych przez właścicieli nieruchomości z terenu gminy Parzęczew

The subject of the contract is the collection of municipal waste from the owners of properties located in the municipality of Parzęczew, from which the waste is collected and transported and managed, and then transferred: a) non-segregated (mixed) municipal waste and residues from the sorting of municipal waste to the municipal installations indicated by the Contractor, as referred to in Article 38b(1) of the Act of 14 December 2012 on waste (i.e. Journal of Laws of 2023, item 1587, as amended). b) selectively collected municipal waste to recovery and disposal facilities, in accordance with the waste hierarchy set out in the applicable legal provisions, in particular in Article 17 of the Act on waste of 14 December 2012 (i.e. Journal of Laws of 2023, item 1587, as amended) and in accordance with the proximity principle set out in Article 20 of the Act of 14 December 2012 on waste (i.e. Journal of Laws of 2023, item 1587, as amended). 2. Servicing the Municipal Selective Waste Collection Point (hereinafter referred to as PSZOK) located at ul. Św. Rocha 12 in Parzęczew through the collection, transport and management of municipal waste, 3. achieving levels of municipal waste recovery taking into account the recovery levels indicated in the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (i.e. Journal of Laws of 2025, item 733) and the Regulation of the Minister of Climate and Environment of 3 August 2021 on the method of calculating the levels of preparation for re-use and recycling of municipal waste (Journal of Laws of 2021, item 1530), as well as achieving levels of limiting the mass of biodegradable municipal waste sent for disposal, taking into account the levels of limiting the mass indicated in the aforementioned Act and the Regulation of the Minister of the Environment of 15 December 2017 on the levels of limiting the disposal of the mass of biodegradable municipal waste (Journal of Laws of 2017, item 2412). In particular: 1. Collection and management of non-segregated (mixed) municipal waste directly from property owners. 2. Collection and management of ash from domestic incinerators directly from property owners. 3. Collection and management of selectively collected municipal waste - paper, glass, metals, plastics, multi-material packaging waste, bio-waste constituting municipal waste - in plastic bags directly from property owners. 4. Collection and management of selectively collected municipal waste including used electrical and electronic equipment, furniture and other bulky waste, used tyres and textile and clothing waste directly from property owners 2-3 times a year. 5. Equipping, by the Contractor, properties where residents live, including single-family residential buildings and properties used for recreational purposes (holiday), with sets of bags intended for the selective collection of municipal waste. 6. Servicing PSZOK located at ul. Św. Rocha 12 in Parzęczew through the collection, transport and management of municipal waste. The Contractor will be obliged, under the concluded contract, to employ a PSZOK worker. 7. Preparation by the Contractor and delivery to the Purchaser of a schedule for the collection of municipal waste. The Contractor is obliged to agree the schedule with the Purchaser. 8. Keeping by the Contractor records and documentation related to the collection of municipal waste, as well as preparing and submitting to the Purchaser reports on the collected and collected municipal waste prepared in accordance with the applicable provisions and within the deadlines set out therein.
