The NFÜ, together with other consortium partners, submitted a support application under the "County Employment-Economic Development Cooperations" call, which, with the identifier TOP_PLUSZ-3.1.1-21-NG1-2022-00001, received support in March 2022. The county employment-economic development cooperations were primarily initiated to harmonise the demand and supply of labour at the county level, particularly in regions and counties with an employment rate below the national average and less developed – building on the experiences of employment-economic development cooperations financed from TOP resources during the previous programming period. The employment-economic development cooperations develop the regional economy by harmonising the demand and supply of labour, coordinating employment-economic development programmes, and supporting the labour requirements of enterprises through active labour market tools. The territorial scope of the Nógrád County Employment Pact covers the entire territory of Nógrád County, including the area of Salgótarján County with County Rights. The general objective of the Nógrád County Employment Pact Plus is to improve the employment situation in Nógrád County through county-level coordination; its specific objectives are: • expanding employment cooperation with labour market players and renewing the toolkit and methodology of cooperation; • operating a county pact office in cooperation with previous local pacts; • preparing a situation analysis and employment-economic development strategy for Nógrád County; • continuously monitoring the county's economic and labour market situation, and, if necessary, modifying the Employment-Economic Development Strategy; • uncovering labour market reserves by reaching and involving inactive individuals to reduce labour shortages; • bringing the target group of the project, defined as disadvantaged individuals, into employment and regular income; • identifying and sharing good practices; • uncovering and addressing factors that hinder the meeting of labour market demand and supply with expert recommendations and pilot initiatives; • shaping the mindset and increasing the knowledge of employers for successful recruitment; • improving the labour market adaptability of both job seekers and employers; • promoting the creation and strengthening of new enterprises; • strengthening the social economy by generating new projects, supporting existing social employers, and sharing good practices; • initiating and implementing county-specific sectoral cooperations to promote developments and support the supply of skilled labour; • encouraging county investments; • further strengthening the local economy, with particular emphasis on the production and promotion of local products made with local resources. The purpose of this procurement is to procure expert services in 3 parts as follows: 1.
