France – Repair and maintenance services of central heating – AOO MARCHE D’EXPLOITATION DES INSTALLATIONS DE CHAUFFAGE, DE VENTILATION, DE CLIMATISATION, DE PRODUCTION D’EAU CHAUDE SANITAIRE ET DE TRAITEMENT D’EAU DU CH LIESSIES / CH JEUMONT

The Contracting Authority has decided to award this contract for the operation of heating, ventilation, air conditioning, domestic hot water production and water treatment facilities at the Contracting Authority's sites. Valenciennes Hospital Centre, the lead establishment for Hainaut Cambrésis Hospitals, acts as the contracting authority for Felleries-Liéssies and Jeumont Hospital Centres. Committed to an energy management approach, the Contracting Authority wishes this contract to guarantee: • Permanent comfort for users, • Service continuity and rapid and effective troubleshooting, • Cost control and energy efficiency of facilities, • Progressive improvement of the condition and performance of facilities, • A rapid and lasting reduction in energy consumption. These requirements must always be met while respecting user comfort and the policy of reducing energy consumption and greenhouse gas emissions, notably through strong commitments from the Contracting Authority and investments for renovations to the heritage. As part of this contract, it is expected that the Contractor will act as a liaison in its daily management and proposals for improvement, as well as providing specific and engaging support for the hospital sites and their users. This is why the Contracting Authority has decided to set up a contract with performance obligations for the entire duration of the contract (with the exception of the legionella service, which is a means obligation), with an energy savings incentive clause. The contract includes a total guarantee post with material renewal, which will, as part of an adapted renewal program, complement the work already carried out previously and continue energy savings but also guarantee the notion of obsolescence and average age of equipment. It also includes a strong section of services concerning safety in general, and more particularly sanitary safety, notably with regard to the problem of legionella (appropriate means, control, curative actions, sanitary register, ...). The contract is materialized and concluded on a paid basis between the Contracting Authority and one or more public or private economic operators, to meet its needs in terms of services.
