Porvoon Sähköverkko Oy (PSV) invites applications to participate in a negotiated procurement procedure for the Hattulanranta-Kaupunginhaka-Kerkkoontie 110 kV underground cable project. The project is carried out in cooperation with Kymenlaakson Sähköverkko Oy (KSOY). The project consists of three parts: - the joint 110 kV underground cable section of the contracting entities, approximately 2.5 km - Porvoon Sähköverkon underground cable section, 0.25 km - Kymenlaakson Sähköverkon underground cable section, 7.5 km. The total procurement is divided into a contract and an option as follows: Contract components: - Hattulanranta/Porvoo – Kaupunginhaka ducting for both contracting entities; - Werner Söderströmin katu – ducting to the termination point of Porvoon Sähköverkon underground cable; - Procurement, installation and connection of Porvoon Sähköverkon underground cable (Al 2500 cable) and fibre optics to Fingrid Oyj's substation and to the termination portal of Porvoon Sähköverkon Kaupunginhaan transformer station; - Ducting for Kymenlaakson Sähköverkon is determined after the crossing under Werner Söderströmin katu. Option components: - Kaupunginhaka – Kerkkoontie, the constructed section (Al 1200 cable) with ducting. A pedestrian path will be constructed along Myrskyläntie for the cable route. - Procurement, installation and connection of Kymenlaakson Sähköverkon underground cable (Al 1200 cable) and fibre optics to Fingrid Oyj's substation and to the Porvoo-Askola overhead line. The constructed underground cable sections and their locations are depicted in the general map enclosed with the application. There is an expropriation application pending for the project in TEM, and a decision is expected soon. The procurement is conditional on obtaining a legally binding expropriation permit from TEM for the land areas reserved for the procurement before the contract is signed. The planned implementation schedule for the project: - the planned start date for the contract is 1.10.2026, - the components included in the contract must be completed by 31.10.2027, - a decision on the exercise of the option must be made by the latest 31.8.2027, - the components included in the option must be completed by 31.10.2029. The general map, draft contract and general terms and conditions are enclosed with this application. The detailed design information for the procurement will be provided in the next phase of the procurement together with the preliminary tender request. The procurement unit reserves the right to finalise the content of the procurement documents during the procurement process. The final binding procurement documents will be published together with the final tender request.
