Bulgaria – Credit granting services – Изпълнение на финансов инструмент „Микрофинансиране за стартиране на бизнес и заетост” с възможност за комбинация с БФП в единична операция, финансиран със средства по Програма „Развитие на човешките ресурси“ 2021-2027

The purpose of this public procurement procedure is to select Financial Intermediaries for the implementation of the Financial Instrument "Microfinancing for Business Start-up and Employment" with the possibility of combining it with BFP in a single operation, funded with resources under the Programme "Human Resources Development" 2021-2027 (HRDP). The Financial Instrument is structured in the form of Risk-Sharing Financing, whereby the risk of loss of the Financial Intermediaries is shared proportionally and up to the amount of the principal due, secured with Programme Resources in the relevant agreement with Final Beneficiaries. The Financial Instrument will be implemented in combination with non-repayable financial assistance in a single operation. The resources for loan financing and non-repayable financial assistance in combination in a single operation for the FI are provided by the Programme "Human Resources Development" 2021-2027. The public resource for the Financial Instrument, including in combination with BFP in a single operation, is directed towards supporting target Final Beneficiaries with a view to contributing to the achievement of the specific objectives under Priority 1 "Promoting Employment and Skills Development" and Priority 3 "Promoting Youth Employment" under HRDP 2021-2027. The Financial Instrument under the Programme aims to ensure easier access to financing under relaxed conditions, targeted at measures to promote entrepreneurship, including social entrepreneurship and youth entrepreneurship, and to ensure sustainable employment, especially for people from vulnerable groups in the labour market.
