Description

It is intended to conclude a framework agreement (FA) with a company for the manufacture and delivery of up to 3,700 fuel tank containers (TCK) 9 m³, including special tool set, measuring and testing equipment, spare parts requirements, operational stock of spare and replacement parts (ET/AT) 30 days Land Defence/Alliance Defence (LV/BV), documentation including reproducible drawing documentation, initial training of training and maintenance personnel and support services. A total procurement is planned. The term of the framework agreement is to be 15 years. The TCK 9 m³ is a hazardous goods enclosure used for the storage, transport and handling of fuels. In combination with suitable mobility carriers (all-terrain four-axle trucks of the payload class 15 t, with ADR approval and Twist-Lock receiver and/or hook lift system) the TCK 9 m³ is used to supply end users in urban areas and difficult-to-access terrain sections with fuels while simultaneously complying with all environmental regulations. The TCK 9 m³ can be operated both in the mounted (on truck) and in the dismounted mode (as an autonomous stand-alone device). The TCK 9 m³ consists of a double-walled tank body, a fuel pump system with two dispensing devices, a power generator set, and the legally required hazardous goods equipment, which is integrated into a 20-foot ISO frame. At the time of contract award, 602 units are to be firmly ordered. A pre-series unit TCK 9 m³ is to be delivered. The delivery of the pre-series unit TCK 9 m³ is scheduled within 9 months after contract award for the purpose of conducting the Integrated Proof of Compliance. In addition, the framework agreement will include the delivery of the following services: - Sample special tool set - Spare parts requirements - Operational stock of spare and replacement parts (ET/AT) LV/BV (30 days) - Necessary measuring and testing equipment - Material basics; these include safety data sheets, bill of materials, reproducible drawing documentation, article master data, Interactive Electronic Technical Documentation - Training materials - Test/acceptance documentation - Management services - Personnel training - Support of the Integrated Proof of Compliance The TCK 9 m³ must essentially meet the following requirements for Bundeswehr use. This overview is only for an initial project presentation. The exact specifications will be communicated to the bidders after successful proof of suitability and admission to the tendering phase: - Tank body fuel volume at least 9,000 litres - Maximum permissible gross weight: 15,000 kilograms - Length/Width/Height: 20 feet / 8 feet / less than or equal to 8 feet - Double-walled tank body with leakage monitoring - Integrated fuel pump system with two dispensing devices and a hose length of 20 metres each - Volume flow at the two dispensing devices at least 120 litres per minute with simultaneous dispensing - Refilling/emptying connection via 3-inch industrial dry coupling according to STANAG 3756 - Unrestricted transportability by land, rail and sea in the filled state - Transport/handling possibility with carrier vehicles introduced in the Bundeswehr (20-foot Twist-Locks and/or trucks with hook lift system according to DIN 30722-2) - Approval for the transport and handling of the fuels F-34, F-35, F-63, F-75, F-44 and commercially available diesel fuel according to DIN EN 590 or F54 - unrestricted use in areas of the climate zones A1 to A3, B1 to B3, C0 to C1 according to STANAG 4370 in conjunction with AECTP-230 - Comprehensive operating, maintenance and repair documentation as Interactive Electronic Technical Documentation
