Romania – Construction supervision services – Servicii de asistență tehnică – supervizare și dirigenție de șantier pentru lucrările aferente obiectivului de investiții „Construire Subunitate de Pompieri Săveni în cadrul Inspectoratului pentru Situații de Urgență „Nicolae Iorga” al județului Botoșani”

The Ministry of Internal Affairs, through the Emergency Situations Inspectorate „Nicolae Iorga” of Botoșani County, as the contracting authority, is the beneficiary of a financing contract for the investment objective entitled „Construction of the Săveni Firefighters Subunit within the Emergency Situations Inspectorate „Nicolae Iorga” of Botoșani County”, funded through the Sustainable Development Programme 2021 – 2027 (PDD). In accordance with the provisions of Chapter III, Section 1 - Obligations and responsibilities of investors, art.22, lit. d) of Law no.10/1995, investors have the obligation to „ensure the verification of the correct execution of construction works through specialized directors or specialized economic operators, throughout the works”. Therefore, for the successful implementation of the aforementioned investment objective, within the contracted term, coupled with the need to ensure the correct verification of all works related to it, the contracting authority acquires the technical assistance service – site management ensured by specialized technical personnel, authorized according to the provisions of the Order of the Minister of Regional Development and Tourism no.1496/2011. The service aims to ensure, throughout the implementation of the investment, the supervision, verification, control and monitoring of the execution of the works from the point of view of quality, cost, time and safety, through a team formed of: ● a coordinator responsible for the site managers; ● an authorized site manager in the fields 2.2 – Civil, industrial and agricultural constructions (category of importance C) and 3.3 – Roads, bridges, tunnels, aviation runways, cable transport – local interest; ● authorized site managers in the fields 8.1 – Electrical installations, 8.2 – Sanitary, heating and ventilation installations and 8.3 – Natural gas installations. The site management can be ensured either by an authorized natural person, or by a commercial company that has as its activity the consulting services in constructions - site management. The requested activities will be contracted by a single economic operator. Given the particular importance of the mentioned investment objective, for the realization of all activities and the successful implementation of it, it is very important that the Bidder understands in detail all the particularities of the investment objective, in the context described in the terms of reference, the documents annexed to it and its own conclusions. Through the site management services, the execution of all works related to the investment objective entitled „Construction of the Săveni Firefighters Subunit within the Emergency Situations Inspectorate „Nicolae Iorga” of Botoșani County” will be supervised, verified, controlled and monitored from the point of view of the quality, time, cost and safety parameters, with the respect of the multitude of legal provisions, regulations and technical prescriptions related to all construction and installation works within the investment objective. The deadline by which the contracting authority will respond clearly and completely to all requests for clarification/information: 15 days before the deadline for submission of tenders. The number of days until which clarifications can be requested before the deadline for submission of tenders / applications: 25. Requests for clarification related to the award documentation will be transmitted only through SEAP (https://e-licitatie.ro), by accessing the dedicated section „Questions” from the details of the ongoing award procedure. ATTENTION!!! For the respect of the equal treatment principle, the interested economic operators will respect the provisions of the ANAP notification no. 247 regarding the manner of transmitting the requests for clarification and additional information.
