The Le Locle bypass project is a new construction project and consists of a bypass tunnel to the north (a single tube with two-way traffic and a safety tunnel), which starts near the Col des Roches railway station (site of the Les Granges quarry) and ends at the existing Crêt-du-Locle junction. The project perimeter includes the entire Le Locle bypass (N20) as well as its connection to the local road network (cantonal and municipal roads). The Federal Roads Office (ASTRA) launched the project in 2020-21 and conducted the tenders for the appointed parties. The project development and the scope of the services to be provided mean that certain appointed parties cannot remain active until the commissioning; this is the case for the BHU/OBL mandate, which is the subject of this retender. The subject of this tender are the services as Construction Support Offices (BHU) and Construction Supervision (OBL) in the areas of civil engineering (construction) and operational and safety equipment (OSE), mainly for the phases from tendering (SIA Phase 41) to commissioning (SIA Phase 53).
