**1. Title of the procurement procedure: „Cleaning services for premises and external areas”. 2. Subject of the procurement: 2.1 The subject of the procurement is the provision of cleaning services for premises and external areas in the buildings of the Izba Administracji Skarbowej in Warsaw and the Delegatury Krajowej Informacji Skarbowej in Płock (hereinafter referred to as „KIS”), indicated in Annexes no. 1a-1h to Annex no. 1 to SWZ – Description of the subject of the procurement. 2.2 The detailed description of the subject of the procurement, scope, and the manner and requirements related to the implementation of the subject of the procurement are specified by: 2.2.1. the description of the subject of the procurement, hereinafter referred to as „OPZ”, constituting Annex no. 1 to SWZ together with Annexes no. 1a-1h, i.e.: Annex no. 1a – Characteristics of the cleaning service for the task – lists of surfaces/equipment, part 1; Annex no. 1b – Characteristics of the cleaning service for the task – lists of surfaces/equipment, part 2; Annex no. 1c – Characteristics of the cleaning service for the task – lists of surfaces/equipment, part 3; Annex no. 1d – Characteristics of the cleaning service for the task – lists of surfaces/equipment, part 4; Annex no. 1e – Characteristics of the cleaning service for the task – lists of surfaces/equipment, part 5; Annex no. 1f – Characteristics of the cleaning service for the task – lists of surfaces/equipment, part 6; Annex no. 1g – Characteristics of the cleaning service for the task – lists of surfaces/equipment, part 7; Annex no. 1h – Characteristics of the cleaning service for the task – lists of surfaces/equipment, part 8. 2.2.2. Contract templates - constituting Annexes no. 2a and 2b to SWZ. 2.2.3. Price forms, constituting Annexes no. 8a-8h to SWZ - have an auxiliary character and serve exclusively for the preparation of the offer estimate. These forms should not be submitted with the offer. The contractor whose offer is considered the most advantageous will be obliged to submit them exclusively upon request, in accordance with the provisions of Section 23, item 7 of SWZ. 3. The contracting authority has divided the subject of the procurement into 8 parts: 3.1. Part 1 of the subject of the procurement - Warsaw region, 3.2. Part 2 of the subject of the procurement - Siedlce region, 3.3. Part 3 of the subject of the procurement - Ciechanów region, 3.4. Part 4 of the subject of the procurement - Płock region, 3.5. Part 5 of the subject of the procurement - Radom region, 3.6. Part 6 of the subject of the procurement - central laboratory, 3.7. Part 7 of the subject of the procurement - MUCS warehouse, 3.8. Part 8 of the subject of the procurement – KIS. 4. Contract performance period: The contractor will provide the services indicated in § 1, item 1 of the contract template for a period of 18 months of the basic contract from the date of signing the contract, no earlier than from 01.01.2027, or until the gross amount, mentioned in § 2, item 1, point 1 of the contract template, is utilised, with the reservation that the binding event will be the one that occurs earlier. In the event of exercising the option right, the implementation period of the subject of the procurement may be extended by a maximum of 6 months. The total maximum implementation period of the Contract, including the basic contract and implementation within the scope of the option right, will not exceed 24 months from the date of conclusion of the Contract. 5. The contracting authority envisages the possibility of changing the concluded contract in relation to the content of the selected offer within the scope regulated in the contract template, constituting Annexes no. 2a and 2b to SWZ. 6. The contractor is obliged to have, throughout the validity of the contract, an insurance policy or other insurance document confirming that the contractor is insured against civil liability in the scope of the conducted business activity for a total guarantee sum of at least twice the gross amount indicated in § 2, item 1, point 3 of the contract template, but not less than 500,000 PLN. Detailed information on insurance against civil liability has been described in § 6, item 2, point 12 of the contract template, constituting Annexes no. 2a and 2b to SWZ. 7. The contracting authority reserves the obligation of personal performance of the subject of the procurement within the scope described in Section 8 of SWZ. 8. The contracting authority envisages the application of the so-called reverse procedure, as mentioned in art. 139, item 1 of the Pzp. The contracting authority will first carry out an examination and evaluation of the offers, and then qualify the contractor, whose offer was the highest rated, in terms of the lack of grounds for exclusion. 9. In accordance with art. 257, item 1 of the Pzp, the contracting authority envisages the possibility of invalidating the subject of the procurement procedure, if the public funds, which the contracting authority intended to allocate for the financing of the whole or part of the procurement, were not granted to it. 10. The contracting authority reserves the obligation of personal performance by the contractor of the key parts of the procurement. The contracting authority requires personal performance of key tasks within the scope of activities related to the current performance of cleaning services inside the buildings and activities supervising the implementation of the subject of the contract by the Contractor, without the involvement of subcontractors. 11. Social clause – art. 95 of the Pzp – employment requirements. The contracting authority, pursuant to art. 95, item 1 of the Pzp, requires the contractor to employ, on the basis of an employment contract, persons performing the activities indicated by the contracting authority within the scope of the implementation of the procurement, if the performance of these activities involves performing work in the manner specified in art. 22, § 1 of the Act of 26 June 1974 - Labour Code.
