Bulgaria – Medical consumables – ”Доставка на медицински изделия/ консумативи - шевен материал за нуждите на „УМБАЛСМ Н.И. Пирогов“ ЕАД" - ЧАСТ IV

The subject of the public procurement contract includes the delivery of various types of medical devices/consumables – sterile sutures. The procurement is divided into 1 (one) distinct lot, detailed in the Technical Specification – Appendix No. 1, an integral part of these participation instructions. The contracting authority requires completeness of the offers for the Distinct Lot. Participants must offer all the nomenclatures included in the distinct lot for which they are participating. If a participant does not offer one or more nomenclatures from the distinct lot for which they are participating, they will be excluded from the procedure for that specific distinct lot. If a participant offers one or more nomenclatures from the distinct lot for which they are participating, but these do not meet the contracting authority's requirements, it will be considered that the completeness has not been met and the participant will be excluded from the procedure for that specific distinct lot. The quantities indicated in the Technical Specification are forecast and do not bind the contracting authority to declare and purchase them in full. During the execution of the contract, the contracting authority has the right to change the quantities indicated in the specification, according to its needs, including to refuse the delivery of certain nomenclatures, as well as to declare new types, which are not included in the specification, but are in the implementation of the subject of the procurement. By "new types" are meant: in case of discontinuation of production and/or import, an equivalent of the types of items included in the specification of the contract. The requirements that the suture material must meet in terms of technical characteristics are indicated in the Technical Specification. The deadline for the execution of the public procurement contract is 24 (twenty-four) months, from the date of signing the contract. The validity period of the offers is 6 months. When examining the offers, the appointed commission will apply the so-called "reverse order", pursuant to Article 104, paragraph 2 of the Public Procurement Act, in connection with Article 61 of the Public Procurement Ordinance, the evaluation of the technical and price proposals of the participants will be carried out before the examination of the documents for compliance with the selection criteria.
