The Ministry of Health and Social Security (Ministère de la Santé et de la Sécurité sociale – „M3S"), hereinafter the Contracting Authority ("CA"), as the approving authority and funding body, as well as the competent hospital planning review authority, intends, within the framework of national hospital planning and investment promotion, to engage an external consultant, hereinafter the Contractor ("Co"), who will provide planning and implementation-accompanying consulting services in the field of building planning ("OPL") and medical technology planning ("MT") for the construction project of the "Centre Hospitalier de Luxembourg (CHL) projet NBC et périphérie" described below.
