The Päijät-Hämeen Wellbeing Services County Administrative Board has decided to arrange a procurement procedure for the leasing of residential units for mental health and substance abuse rehabilitation clients, with the aim of leasing functional, safe, efficient, and economical premises from the area of the City of Lahti that meet future needs for the provision of housing services for mental health and substance abuse rehabilitation clients in the Päijät-Hämeen Wellbeing Services County. The subject of the procurement is the long-term leasing of a building, which falls within the scope of the Act on Public Procurement (1397/2016), when the leased premises are implemented in accordance with the definitions and requirements of the procuring entity. The procurement includes the leasing of a building suitable for the provision of communal housing and 24/7 service housing for mental health and substance abuse rehabilitation clients, implemented on a "turnkey" basis and delivered in a usable condition. The premises must meet the requirements of the tender documents. Based on the procurement procedure, Päijät-Hämeen Wellbeing Services County will select one lessor to be responsible for the implementation and leasing of the residential unit for mental health and substance abuse rehabilitation clients in accordance with this tender and its appendices. The leased property must be ready and approved for use by the building control authorities and accepted in writing by the lessee for use no later than 15.8.2028. The lessor must commence work related to the construction/implementation phase immediately upon the building permits becoming legally binding, but no later than 1.8.2027. The lease period is fixed for 20 years. After the 20-year fixed-term lease period, the lease will continue indefinitely with a 12-month notice period for both parties.
