The University of Zaragoza has a fixed-line telephone system and a mobile telephone system, both integrated by an internal abbreviated dialling system, which functionally allows them to be seen as a single telephone system. Through both systems, university members can communicate with each other and with external parties. To keep both communication systems running, links with the Public Telephone Network are necessary, otherwise only internal communications between fixed-line telephones would be possible; there would be no communication with the exterior of the University (from the fixed-line telephones) nor any mobile telephones. Both services are essential today for the normal development of university activities. The University's telephone system is constantly adapting: the redistribution of spaces, the enabling of new locations, the commissioning of new buildings, require the telephone system to be modified. On the other hand, telephone consumption is in a process of change as new communication channels are being introduced, which modify user habits and change usual usage profiles. Therefore, the Framework Agreement is the most suitable way to address this process as it allows the infrastructure to be adapted to the University's needs.
