Description
Tredu-Kiinteistöt Oy (hereinafter the Contracting Authority) invites tenders for the design and implementation of the Tredu - Campus Development Project (hereinafter the Project) in accordance with this tender notice and the documents attached to the tender notice. The Project involves the design and implementation of the service network planning for the campuses of the Tampere region Vocational College (Tredu) as well as the design and implementation of the selected targets. The Project aims to continue the design of the campus development alternatives, which were drawn up as a result of the previously implemented campus concept, select the alternative to be developed, design the required demolition, renovation, and new construction with relocations and schedules, and implement the design and construction as a collaborative project management contract. The comparison and design of the campus development alternatives is to be carried out in close cooperation with the Contracting Authority, Tredu, and other stakeholders in the project. The selection of the campus development alternative is to be first submitted to the Board of Tredu-Kiinteistöt Oy for decision and then, as Tredu's proposal, to the Economic and Competence Committee of the City of Tampere (hereinafter ELOSA) for decision, after which the aim is to initiate the project planning of the selected alternative. The project planning will then be advanced in a later specified manner in phases for the campus and building design and construction of the selected campus development alternative or alternatives. The project will start with the comparison of the campus development alternatives, the purpose of which is to produce the material needed for decision-making to compare the functional, economic, and other impacts of these alternatives to be defined during the project for decision-making. The comparison of the campus development alternatives and the decision made in connection with it form the starting point for the entire project and its phased implementation. The results of the project are to be submitted in phases to the Contracting Authority, Tredu, and/or the City of Tampere for decision, which also determines the phasing and progress of the project. The Contracting Authority's aim is to plan and implement the entire Project with the selected tenderer or tenderer group, but the Contracting Authority reserves the right to terminate or decide on the Project at any stage of its progress. The tasks of the development phase of the project are to be carried out with KSE-based (General Conditions of Contract for Consulting Services KSE 2013 RT 13-11143) orders until the parties are ready to initiate the first construction contract. The procurement is not divided into parts, as the selected parties are required to have the ability to respond to the project development, plans, and implementation as a single entity based on a collaborative project management contract to be implemented in several development and implementation phases.
