The subject of the procurement is the award of a framework agreement for a duration of 48 months for the execution of periodic maintenance works on national roads within the D.R.D.P. Bucharest – Asphalt pavements, with the aim of ensuring viability for the smooth running of road traffic in conditions of safety and comfort. Lot – SDN Ploiesti Lot – SDN Bucharest Lot – SDN Giurgiu Lot – A1 Motorway Section Lot – A3 Motorway Section Lot – A2 Motorway Section Lot – SDN Pitești Lot – SDN Târgoviște During the implementation of the Framework Agreement, a minimum of 2 subsequent contracts per year will be awarded. Estimates of the minimum and maximum quantities that could be the subject of a single subsequent contract, among those to be awarded during the framework agreement, are provided in Annexes no. 1.1., 1.2., 1.3., 1.4., 1.5., 1.6., 1.7, 1.8 attached to the Terms of Reference. Award method: framework agreement with a maximum of 3 economic operators, without reopening competition. A. In accordance with Article 160(1) of Law 98/2016, the deadline by which any interested economic operator has the right to request clarifications/additional information regarding the Award Documents is: - the first deadline is 26 days before the deadline for submission of tenders; - the second deadline is 18 days before the deadline for submission of tenders. B. In accordance with Article 160(2) of Law 98/2016, the Contracting Authority sets two deadlines within which it will respond clearly and fully to all requests for clarifications/additional information: - the first deadline is 20 days before the deadline for submission of tenders; - the second deadline is 12 days before the deadline for submission of tenders. Depending on the complexity of the clarification requests made by the economic operators, for which the answers should be published at the first deadline indicated above, the Contracting Authority reserves the right to publish the answers to the respective clarifications at the second deadline set out in the Award Documents. The clarification response deadlines have been set so that economic operators have an adequate period for analysing the Award Documents and, subsequently, for preparing the tenders in the light of the responses provided by the Contracting Authority. C. Any clarification request submitted after the date mentioned in point A will put the Contracting Authority in a position where it cannot provide a response and, as a result, will be considered LATE. D. Any clarification requests must be submitted in SEAP (www.e-licitatie.ro).
