The Purchasing and Logistics Directorate of the Canton of Vaud (DAL) is attached to the Directorate General for Buildings and Heritage (DGIP). Its mission is to ensure, in accordance with the rules of the State and the public procurement in force, the supply of the Vaud Cantonal Administration (ACV) in the sectors of equipment, furniture, supplies for school and professional training, printed matter, as well as computer hardware and software. The furniture supply contract, which includes sit-stand desks, is handled throughout the year. The needs of the ACV services are centralized with the DAL. The desks are not stored. They are illustrated and detailed in the form of a catalogue in the online shop of the State of Vaud (LA PLACE). The supplier(s) deliver(s) as orders come in, according to the elements of the tender specifications & requirements / response form, including the services mentioned in the suitability criteria, as well as on the basis of the offers and advice provided to the services. The contract is concluded for a contractual duration of 3 years, excluding budget suspension decision, with the possibility of extension for one year and an additional year (3+1+1). An annual review allows the tenderer who won the contract and the contracting authority to assess the experience and make minor adjustments. All the services of the ACV, throughout the Canton of Vaud, are concerned with the acquisition of sit-stand desks. The ACV equips itself with these products, according to the projects and needs. The services concerned by the desks of this market are spread over the entire territory of the canton (approximately 300 communes). On average, over the past few years, the DAL has ordered approximately 696 sit-stand desks of all sizes each year, some with accessories. The estimated quantities for the future market have been determined on this basis of consumption based on the history of orders for products placed with the DAL. The estimate also takes into account the evolution of work organization methods, including the implementation of the "flex desk". In total, the ACV market is estimated over the duration of the contract (3 years + 1 + 1) at 2,825 sit-stand desks, with optional accessories. It should be noted that, depending on the decisions of the cantonal authorities or the progress of the projects, the quantities may vary upwards or downwards. These quantities are therefore not contractual and are used only for the calculation of a weighting serving for the evaluation.
