Provision of specialised technical assistance services for the support of the accounting, financial information, regulatory reporting and tax management functions of the Instituto de Crédito Oficial, including specialised operational support, preparation and review of financial information, the analysis and interpretation of applicable accounting, tax and prudential regulations, the documentation and improvement of procedures and the transfer of knowledge to the staff of the ICO. The procurement is necessary due to the progressive increase in the quantity and complexity of tasks derived from the España Crece programme, which involves the accounting and capital consumption (solvency ratio) separation between the activity of the ICO as a commercial bank and a promotional bank (ring fencing), the need for permanent updating as a result of regulatory changes and new products at the ICO, staff turnover that requires adequate documentation of procedures and the effective transfer of knowledge to the staff of the Accounting, Budget and Management Control department.
