This Contract concerns the production of RTE's press review and audiovisual monitoring, daily summaries of the press review, and semi-annual and annual press analyses. To understand and measure the media impact and image of RTE's actions, the Communication Department is seeking a service provider capable of compiling a daily press review, transcribing press articles (including web media) and scripts of television and radio programmes and reports that directly or indirectly cover RTE. The service provider must be able to produce the most comprehensive press review possible in terms of media, including web media and daily and weekly regional media. The Communication Department will supplement this press review as needed with articles collected by its Regional Delegations, which it sends to the service provider for inclusion in the next day's press review. However, the service provider must monitor the most comprehensive range of media possible to limit these submissions. Based on this comprehensive monitoring, the service provider will produce a press review on an online electronic platform. It will distribute this press review, accessible via computer, smartphone and tablet, to an internal RTE list provided by the Communication Department. The reproductions made for the Communication Department must be declared and authorised by the Centre Français d'Exploitation du Droit de Copie (CFC). The Communication Department of RTE will also call on the service provider to produce quantitative and qualitative press analyses on a monthly, semi-annual and annual basis.
