Morocco – Research and development services and related consultancy services – Facilité d’appui à l’écosystème des industries créatives et culturelles au Maroc

This facility will support institutional and non-governmental actors in strengthening and structuring Morocco's cultural and creative ecosystem as a vector for economic development and social integration of youth. On one hand, the contract will help ensure good coordination, quality, and follow-up of the initiatives planned under the programme (grants and activities of the service contract), and on the other hand, it will provide on-demand support, notably aimed at: Strengthening the coordination of policies and programmes to improve the positioning of the Cultural and Creative Industries as economic growth actors, while fostering collaboration with various ministries and affiliated agencies. Modernising public support mechanisms benefiting the sector, whether to facilitate export, access to financing, partnerships for project financing, or the offer of training and skills. Strengthening the legal and fiscal framework of the sector, as well as for its actors such as artists and entrepreneurs, and protecting copyright. Adapting the existing regulatory framework, such as reviewing decrees and decisions, as well as decision-making processes and tools of the relevant institutions. Developing statistical tools to better quantify the sector's contribution to the economy and employment, and having monitoring tools to measure the impact of the policies implemented. Strengthening organisational structures and the capacities of the staff in charge of implementing these initiatives. The active participation of women and youth, integrating a transformative approach to gender, in all activities related to the sector.
