Germany – Architectural, construction, engineering and inspection services – Rahmenvereinbarung Objektplanung Verkehrsanlagen nach HOAI, zur Schaffung/Sanierung von Infrastruktur

The State Building Authority Ulm is responsible for the construction tasks of the Federal Construction, including construction tasks in the listed properties: Bundeswehrkrankenhaus Ulm, Rommelkaserne Dornstadt, Standortübungsplatz Ulm/Lerchenfeld, Wilhelmsburgkaserne Ulm, Flugplatz Laupheim, Technisches Hilfswerk (THW), OV Ulm, Technisches Hilfswerk (THW), OV Biberach, Technisches Hilfswerk (THW), OV Heidenheim. Several construction measures are planned in these properties in the coming years. These can be new construction, conversion or expansion measures as well as so-called maintenance measures. The planning services for traffic facilities according to HOAI are to be awarded for this purpose via a framework agreement (multi-partner framework agreement). It is intended to conclude the framework agreement with 3 contracting partners. The maximum total term of the framework agreement is 4 years. The individual orders are called up by the State Building Authority Ulm on a rolling basis. The first individual order from this framework agreement will be awarded to the framework agreement partner who, taking into account the published award criteria, has submitted the most economical offer for the services of this framework agreement. The times of the calls for the individual orders depend on the respective commissioning of the construction measure itself by the measure provider. Here, construction measures can be cancelled or others can be added with a corresponding scope of services due to prioritisation. The fee amount of the framework agreement was estimated at approximately 540,000 € gross over a total term of 4 years and with an expected approximately 8 to 10 individual orders. The chargeable costs of the framework agreement are estimated at approximately 4,000,000 € gross (shares KG 200 + 500). An order volume of approximately 270,000 € gross is expected for the period of years 1 and 2. For the extension period beyond this until the end of the maximum total term of 4 years, an order volume up to the maximum value of the framework agreement is expected. Within this framework agreement, defence and security-relevant measures are planned for the corresponding Bundeswehr properties. The procurement procedure will be initiated in accordance with VSVgV.
