Description
The procurement procedure will be conducted as a dynamic purchasing system in accordance with § 4b EU Abs. 1 VOB/A in conjunction with §§ 22, 23, 24 VgV by way of a restricted procedure. The dynamic purchasing system will be established to award the construction services for the establishment of the subsidised passive fibre optic network for the Breitband Ortenau GmbH & Co. KG in the Ortenau district to suitable companies. The dynamic purchasing system is an exclusively electronic procedure that is open throughout its entire duration. - First, the suitability of the companies will be examined and suitable applicants will be admitted to the system. - For each specific requirement, all admitted companies will be invited to submit a tender. - New companies can submit an application for participation at any time during the system's duration; they will be admitted for future individual awards if they meet the defined suitability criteria. In the participation competition (first stage of the procedure), any interested company can submit an application for participation. At this stage of the procedure, the companies will be examined for their suitability and the absence of exclusion grounds on the basis of the documents submitted. No tender documents are to be submitted at this stage of the procedure! Companies can apply for admission and have their suitability for the respective individual tenders checked throughout the duration of the dynamic purchasing system. The contracting authority will examine the applications received in accordance with § 24 Abs. 3 S. 1 VgV within 10 working days and inform the applicants immediately of their admission or non-admission. Attention is drawn to § 24 Abs. 3 S. 2 VgV. Admitted companies will then be invited to submit a tender for each subsequent individual tender, provided they meet the suitability criteria for the respective individual tender (reference type 1-3) (see Chapter VI.5.1 of the tender conditions for this). The first call for tenders is scheduled for early June 2026. Companies that are not yet admitted at the time of dispatch of a call for tenders cannot be considered for the individual tender in question. However, they will be considered for the subsequent individual tenders in the event of admission. The most economical tender will be determined and awarded on the basis of the published award criteria (the price will be the sole criterion). The requirements for the tenders and the conditions/regulations for the individual procurement measures will be communicated in the respective call for tenders. Attention is drawn to the conditions for the execution of the contract (Chapter IX of the tender conditions). Further requirements are reserved. Overview of the planned procedure: - Applications for participation can be submitted immediately. - First call for tenders scheduled for June 2026 - Termination of the dynamic purchasing system on 31.03.2028.
