The District of Lüchow-Dannenberg (hereinafter the District) in cooperation with the municipalities of Damnatz and Zernien, with the town of Hitzacker (Elbe), with the collective municipality of Gartow with the participation of the municipalities of Flecken Gartow, Gorleben, Höhbeck, Prezelle and the town of Schnackenburg, and the collective municipality of Lüchow with the participation of the municipalities of Flecken Bergen an der Dumme, Flecken Clenze, Küsten, Lemgow, the town of Lüchow (Wendland), Luckau (Wendland), Schnega, Trebel, Waddeweitz, Woltersdorf and the town of Wustrow (Wendland) (hereinafter Member Municipalities) aims to expand the electric vehicle charging infrastructure in the public road space as well as on publicly accessible areas owned by the District or the Member Municipalities (hereinafter publicly accessible municipal areas). Only in individual cases is the establishment of charging infrastructure on non-publicly accessible municipal areas planned. The tender is part of a model project of the Niedersächsische Landesbehörde für Straßenbau und Verkehr (hereinafter NLStBV), in which the District is one of two model regions in Lower Saxony. For this purpose, the Member Municipalities of the collective municipalities have transferred the task of promoting the establishment and operation of public charging infrastructure for motorized individual transport to the District. The District intends to grant the operator, by way of a public tender, a generally exclusive right to the new establishment and operation of the charging facilities in the public road space and on the publicly accessible municipal areas. The tender was preceded by the creation of a concept in which, in particular, the minimum required number of charging capacity and possible locations were determined. The concession will be awarded in one lot. The tender will be conducted in the form of a negotiated procedure with a competitive dialogue in accordance with § 12 KonzVgV in conjunction with §§ 14 para. 3, 17 VgV.
