The ongoing influx into the Berlin-adjacent area of Barnim County requires the creation of several new school sites for secondary schools and grammar schools in Barnim County. As part of Barnim County's school construction program, it is intended, among other things, to establish a school campus in Eberswalde-Finow, consisting of a four-storey vocational grammar school, a four-storey secondary school, a three-storey adult education centre, and a single-storey three-court sports hall, including the associated parking spaces, open spaces, and outdoor facilities. The tender for the general contractor (hereinafter "GC") for planning and turnkey construction has already been carried out, the order has been placed with the company GOLDBECK Nordost GmbH, the building permit is available, and the official start of construction began on 06.07.2026 with the groundbreaking ceremony. The GC assumes overall planning responsibility to Barnim County. Barnim County cannot provide all the quality assurance and project controlling services required for the implementation of a GC model. Therefore, the appointment of construction-accompanying controlling for the support of the project during the construction phase is necessary. This is the subject of the present procedure.
