The subject of the procurement is the school transport for basic and comprehensive education pupils in Kokkola, on school days. The procurement also includes public transport services, which are part of the Kanta-Kokkola route combination procurement subject. The contract period for all subjects is 3.5 years (01.01.2027 - 30.6.2030). The contract includes an option for 1 + 1 + 1 years. The subjects of the procurement and the routes included in them, along with additional information and special conditions, are defined in the appendices to this invitation to tender. Any possible supplements, changes, and corrections to the procurement documents will be announced in the tender portal. It is the responsibility of the tenderers to check for any possible changes in the tender portal. The procurement is divided into procurement subjects. The tenderer may choose which subject to tender for. The tenderer may tender for more than one subject. One operator will be selected for each subject. One operator may be selected for more than one subject. The selection criterion for each subject is the lowest price. Quality factors are not scoring comparison criteria, but the invitation to tender contains requirements that the tenderer and the tendered transport service must meet. The purchaser reserves the right to make route changes and the announced daily or route-specific passenger numbers are indicative and do not bind the purchaser to anything. Changes may occur, for example, if the school year or order of teaching changes, the number of passengers to be transported changes, or the school network changes. If any of the routes according to the tender end during the contract period or are omitted from the original route plan for any other reason, the purchaser is not obligated to arrange a replacement route or journey for the operator. If the agreed route changes significantly, for example, if the journey is significantly extended, the parties will negotiate possible price changes. If new passengers who live along the regular route need to be transported and there is space in the vehicle being used, no additional charge can be made for this. The purchaser reserves the right to accept or reject tenders in whole or in part if the price level is too high or if the conditions have changed significantly so that it is not meaningful to implement the planned transport in the manner presented in the invitation to tender, or if the routes offered by the operator cannot be practically handled with the equipment presented in the tender, for example, due to overlapping schedules, changes in the number of pupils, or for any other reason.
