Netherlands – Engineering services – Ingenieursdiensten Zuidoostflank Zierikzee

The purpose of this restricted European procurement procedure is to select one engineering firm with which the municipality will enter into a framework agreement (duration of 4 years with three 2-year extension options) for all engineering services required in the GWW sector for the construction and development of the Zuidoostflank Zierikzee business park. The focus is primarily on engineering and advisory services. The estimated value of the contract (duration 10 years) is estimated by the municipality at € 1,900,000. Based on case law (judgment ECLI:EU:C:2018:1034), the municipality is obliged to include a maximum contract value. The maximum contract value over the entire duration including extension options of the Framework Agreement is set at € 3,800,000, including price indexations, excluding VAT. Given the high unpredictability of this service, a margin of twice the estimated amount is taken. The future business park has an approximate size of 50 ha.
