The subject of this public procurement is „Determination of the designer (preparation of a technical project and a PUPP project) and construction of the facility: „Construction of the Southeast and Southwest bypass of the city of Haskovo - from the road junction „Uzundzhovo“ at the intersection with road I-8 „Haskovo – Svilengrad“ (inclusive) to the new road junction „Bolyarovo“ at the intersection with road III-806 „Haskovo – Mineralni bani“ (inclusive)“. In this regard, the purpose of the public procurement is for the Road Infrastructure Agency to entrust the preparation of an up-to-date, complete and harmonised technical project and PUPP project, as well as the construction of the southern bypass road of the city of Haskovo, consisting of the following sections - the Southeast and Southwest bypass of the city of Haskovo, united in one facility and developed along the route of the variant selected by the Expert Technical and Economic Council of API at the conceptual design stage. The facility must be implemented and commissioned as a single, integrated structure, which starts from the road junction „Uzundzhovo“ at the intersection with road I-8 „Haskovo – Svilengrad“ (inclusive), passing through the new road junction „Haskovo“, planned for construction at the exit of the city of Haskovo in a southern direction at the intersection of the bypass road with road I-5 „Dimitrovgrad – Haskovo – Kardzhali“ and ending at the new road junction „Bolyarovo“ at the intersection with road III-806 „Haskovo – Mineralni bani“ (inclusive). The purpose of this procurement is to provide comprehensive, interrelated and complementary technical solutions, the responsibility for the implementation of which is borne by the Contractor. There is a project for the facility in the „conceptual design“ phase. The technical project and the construction of the section should be based on the design solutions from the conceptual design adopted by the Expert Technical and Economic Council (ETEC) of API for the direct route of each section of the bypass road, as well as on the schemes of the road junctions from the conceptual design selected by the ETEC. The technical project and the PUPP project should ensure the possibility of implementing the investment intention technically and on the ground. The Contractor must perform all activities that guarantee the construction of the facility, in accordance with the Assignment for the preparation of a technical project and a PUPP project, the Requirements of the Principal to the execution of the specific facility (Appendix No. 1 to the documentation) and the Contract for the execution of the public procurement. The conceptual design is attached to the public procurement documentation, which is for information purposes only for the participants in the procedure. Errors and omissions in the project development in the conceptual phase, provided by the Principal, do not constitute his risk and cannot be a basis for claiming any additional costs by the Contractor. Within the technical project, the Contractor must examine the existing networks and facilities of the technical infrastructure, falling within the scope of the development, as well as future investment intentions for the construction of such, and develop projects for their protection and/or reconstruction, agreed with the relevant operating company or authority. Pursuant to Article 137, paragraph 1, item 1, letter "a" of the Construction Act, the construction is of the first category. Pursuant to Article 5, paragraph 1, item 2 of the Rules for the procedure for registration and maintenance of the Central Professional Register of Builders, issued by the Chamber of Builders in Bulgaria, the construction is of the second group: constructions of transport infrastructure. Note: The technical project and the PUPP project must be developed in accordance with the Assignment for the preparation of a technical project and a PUPP project (Appendix A to the documentation) and in accordance with the current regulatory acts and technical specifications! Investment project (Project documentation): The investment project (project documentation) and the PUPP project must be prepared in the scope and content determined in the Assignment for the preparation of a technical project and a PUPP project (Appendix A to the public procurement documentation) and in accordance with the current regulatory acts and technical specifications in the field of road construction. The subject of the public procurement includes a description of the activities under the procurement, in accordance with the Requirements for execution - Appendix No. 1 to this documentation.
