France – Consultative engineering and construction services – 26M0364AOO - ASSISTANCE A MAITRISE D'OUVRAGE POUR LA POURSUITE DE LA MISE EN oeUVRE DU SUIVI ANIMATION DE LA COPROPRIETE SOLEIL

The subject of this contract is to provide project management assistance to implement the continuation and completion of the monitoring-animation device for the SOLEIL co-ownership, namely the monitoring-animation of a Copropriété Dégradée Housing Improvement Operation (OPAH CD). The remaining missions include: - assisting the syndic in preparing and submitting subsidy and pre-financing applications; - assisting co-owners in preparing and submitting their loan applications for financing the remaining charges, including holding physical and/or telephone consultations; - continuing to support owners in difficulty, mobilizing all necessary resources to help them meet their remaining charges on the work program; - supporting the syndic in implementing and monitoring the recovery procedures for unpaid common charges and/or those related to the work program; - supporting the syndic and the project manager in monitoring the smooth running of the work program, including participating in weekly site meetings if necessary; - closely monitoring the progress of the work and managing the cash flow; - providing administrative and financial assistance to the syndic for the proper execution of the financing plan until the final payment of the subsidies and the repayment of the pre-financers, including the repayment of interest; - informing co-owners and residents throughout the project, so as to maintain their involvement and thus facilitate access to the private parts concerned by the work program; - providing specific support to the project manager, the companies carrying out the work program and the residents, to contribute to the organization of interventions requiring simultaneous access to several homes; - assisting residents in appropriating the new usage modalities of the homes induced by the work program; - supporting any initiative aimed at promoting community life within the residence; supporting any project aimed at improving living conditions, social cohesion or managing the construction phase, as part of proximity urban management, in liaison with the other stakeholders in these fields of action; - supporting the improvement of the functioning of the co-ownership, in particular through the updating of the co-ownership regulations and the drafting of a convention governing the legal modalities of the operation of the heating and hot water substation; - supporting the syndic in all aspects related to the land registry linked to the work program. The services are paid for by lump sum prices.
