Initial situation and project motivation

The Canton of Schwyz operates a WebGIS solution for providing, visualising and using spatial data for internal and external users. The current solution meets a basic need but no longer meets today's requirements in terms of interoperability, user-friendliness, operational safety and further development. To ensure a future-proof, sustainable and standard-based operation, the existing solution is to be replaced.

Current state

The current WebGIS platform is web-based and includes around 1,000 layers from various specialist areas (e.g. infrastructure, environment, planning). It offers basic functionalities such as map navigation, attribute queries, print layouts and role-based user management. There are interfaces to selected specialist systems; their integration is partly automated. The ÖREB information is functionally linked but not fully integrated technically. Protected data for emergency services are provided via secure access.

Subject of the tender

The subject of the present procurement project is a standard-based WebGIS application that meets the following requirements (non-exhaustive list):

* Use by internal administrative bodies as well as external stakeholders (e.g. planning offices, partner authorities, public)

* Operation in a secure and data protection-compliant hosting environment (preferably CH/EU)

* Provision, management and publication of georeferenced data via modern, interoperable interfaces

Functional and operational goals

The aim of the project is to replace the existing WebGIS solution with a modern, powerful and user-friendly system that largely takes over the existing range of functions and at the same time meets today's requirements for accessibility, data security, mobile use and user-friendliness.

Technical and architectural goals

The new solution should be interoperable, maintainable and future-proof. A robust system architecture, standardised interfaces and support for sustainable hosting and operating concepts are expected.

Migration goals

A migration with as little interruption as possible is to be ensured for the existing data basis and configurations. The existing data sources and integrations are to be taken over and, where necessary, modernised or consolidated.
