France – Repair and maintenance services of machinery – Acquisition et mise en service, mise en conformité réglementaire, MHE, MHO, MCO, démantèlement de systèmes d’aspiration, d’extraction et de captage des polluants dédiées aux essais de DGA Techniques aérospatiales

The technical scope of the present framework agreement consists of: --pollutant extraction, capture and aspiration systems for testing equipment, --vapour extraction systems for test benches located in a test laboratory using phosphate esters (Skydrol). The procedure aims to award a framework agreement for preventive and corrective maintenance, compliance, MHO and MHE, as well as the acquisition and commissioning of new systems. These systems must be resistant to the products handled, comply with occupational health and safety regulations (including CVPO), be maintained and kept in good operational condition, in line with user workload plans. The composite framework agreement includes a fixed portion and is executed through purchase orders and subsequent contracts. For reactivity purposes, the execution of the present framework agreement will require, for the payment of purchase orders for the services identified in the price schedule, the setting up by the contractor of an electronic price schedule with level 3 purchase card ordering. Payment by purchase card will be implemented under the conditions of Article R.2392-13 of the CCP. Support will be provided by the administration for the implementation of the purchase card for the selected candidates. ----It is specified that the deadline for the submission of tenders is 19/10/2026 at 12:00 (Paris time). Those listed in section 5.1.12 are in UTC format. ----This is a defence or security contract. ----The maximum amount of the framework agreement is 3,500,000 euros excluding tax over six years. ----The amounts indicated in sections 2 and 5 below are excluding tax. ----The estimated amounts listed in sections 2.1.3 and 5.1.5 correspond to an overall estimate for the framework agreement project, without any commitment on the part of the State. ----The validity period of the framework agreement is 6 years. ----Candidates must specify whether they are applying individually or as a group. It is prohibited for candidates to submit multiple offers for the framework agreement by acting simultaneously: 1) as individual candidates and as members of one or more groups; 2) as members of several groups. The composition of the groups may not be changed between the application and the submission of the offer. Furthermore, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. ----The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is essential, on pain of rejection of the economic operator's application. ----Documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic. ----In accordance with Article R2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area.
