Dynamic Purchasing System (DPS) for commonly used medicinal products, necessary for the activities of UMHAT "PROF. DR. STOYAN KIRKOVICH" AD. Within the framework of the DPS, framework contracts for the supply of commonly used medicinal products for the needs of UMHAT "PROF. DR. STOYAN KIRKOVICH" AD will be awarded, including medicinal products listed in Appendix No. 2 of the Positive Drug List, medicinal products not included in the PDL, and medicinal products intended for the treatment of oncological diseases, with the aim of meeting the needs of medical units, established and functioning in the healthcare facility. The DPS is not divided into categories – it includes medicinal products whose distribution and trade conditions are regulated by the Law on Medicinal Products for Human Use, for which uniform criteria for the selection of participants and equal essential conditions for deliveries will be applied. The nature and forecasted quantity of the deliveries are described through the subjects and technical specifications of public procurement contracts with the same subject, awarded by UMHAT "PROF. DR. STOYAN KIRKOVICH" AD during the 2024-2025 period. The technical specifications of the aforementioned public procurement contracts, including the types of medicinal products, characteristics, and quantities for certain periods, should be considered as annexed to the present description by indicating the internet addresses of the electronic files of the procedures under the Public Procurement Act, as follows: 1. Open procedure under DPS, opened with Decision No. F788413 of 18 Dec 2025, https://app.eop.bg/tender/548695 The technical specifications in the above-mentioned framework contracts are not final and binding and should not be understood as the final specifications of the present DPS, but as a description of the nature of the medicinal products that will be delivered. The final specifications and the specific needs for certain medicinal products for a certain period will be determined in the course of the functioning of the DPS within the framework of the specific framework contracts. The forecasted quantities of the deliveries from the subject of the present DPS are also described by indicating the forecasted value of the DPS, which is determined on the basis of the expenditure of the healthcare facility for analogous medicinal products for the period 2023-2026, as well as on the basis of studies of the inflationary processes of medicinal products and the increase in their state-regulated prices. The forecasted value of the DPS, determined in this way, amounts to the amount indicated in the announcement of the DPS and relates to the total duration of the DPS for 3 years. The offered medicinal products must meet the requirements of the Law on Medicinal Products for Human Use (LMPHU) and must have a valid marketing authorisation in the country, issued by the BDA under the LMPHU or Regulation (EC) No 726/2004 of the European Parliament and of the Council, and a certificate of release for each batch, issued by a qualified person under the LMPHU, certifying that the batch of medicinal product has been manufactured and controlled in accordance with the marketing authorisation. In case of expiry of the marketing authorisation of a medicinal product during the respective year/years for which the specific public procurement contracts are conducted, the participant declares in the proposal for the execution of the contract that the quantities of the medicinal product are available for the term of the contract, in accordance with Art. 55, Para. 6 of the LMPHU. The medicinal products must have an approved price, in accordance with Art. 261a of the LMPHU. The shelf life of medicinal products must be not less than 6 months from the date indicated on the packaging, to the date of the acceptance protocol, in which the delivery is objectified. 3. General provisions of the DPS: The DPS is a fully electronic process, which contractors can use for frequently made orders, whose typical characteristics meet the requirements of the contractors. The dynamic purchasing system is open throughout its term for any candidate who meets the selection criteria. Access to and participation in it are free and unpaid for all interested parties. All candidates who meet the selection criteria are included in the DPS. Within the DPS, the awarding of framework contracts is carried out in stages. According to Art. 101 of the Public Procurement Act, depending on the stage of the procedure, candidates submit applications for participation, and qualified (admitted) candidates - offers. First stage /initial collection of applications for participation/: Qualification of suppliers (admission of suppliers to the system). At this stage, applications for participation are collected. The applications for participation (EEDOP and the other required documents for selection) contain information about the personal status of the candidates and the selection criteria. The deadline for the initial collection of offers for participation in the DPS is indicated in the announcement and is in accordance with Art. 85, Para. 2 of the Public Procurement Act (minimum 30 days from the date of dispatch of the notice for publication).
