Description
The listed Weinschenk Villa with garden in Regensburg, built in 1899, is to be renovated and repurposed. A renovation was carried out in 1983. The owner, Kulturell-Gemeinnützige Oberpfalz GmbH, Regensburg, wishes to convert the villa for public use and to renovate it in a manner befitting its historic status. The Weinschenk Villa is to become a central cultural hub for the district, a house for the mediation of remembrance culture and for encounters. It is to make a substantial contribution to values and democratic education (see further information in the "Short Concept" documents). The villa was built by the Jewish owners, the Weinschenks, as a representative residence. The representative rooms on the high ground floor, such as the hall, dining room, rococo room, and Arabic room, are testimonials to the salon culture lived by the owner's family. These rooms are to be revitalised according to their original function and used, among other things, for musical events, exhibitions, and conferences. Access from the event area to the garden is desired. The lower ground floor is currently used for a caretaker's apartment, toilet facilities, and ancillary rooms. Structural damage, such as wall dampness, has been identified. The upper floor and the attic, including the tower room, are currently occupied by office spaces. During the 1983 renovation, these floors were largely remodeled and adapted for residential and office use. As part of future planning, demolition measures are to be examined. Rooms for the district's cultural and heritage conservation institutions and the Sudeten German Music Institute with Archive (SMI) are to be set up in the lower ground floor, upper floor, and attic. There is currently no space programme. If the existing usable areas are not sufficient, an extension in the garden area is conceivable, and possibly the also listed former carriage house building could be used for this purpose. The villa is to meet today's technical standards, be structurally and statically upgraded, and functionally adapted for public and cultural use. In particular, barrier-free use must be ensured, fire protection and escape routes must be considered, and the monument must be energetically upgraded or optimised. The monument is a two-storey, raised mansard roof building with a gabled risalit, bay window and corner tower with an onion dome, facades with stucco divisions, neo-baroque with art nouveau elements. Roof structure with wooden construction and covering with pantile and copper sheet. Damage to the roof structure is suspected. The clear height in the lower ground floor may not meet future requirements; possibly the floor must be lowered. The masonry is partially severely damp. The subject of the contract are the services of the structural design planning according to HOAI Part 4 Section 1, Phases 1-6 and Special Services according to HOAI Appendix 14, Phase 4/Proof of constructive fire protection and Phase 8/Engineering technical inspection. The client assigns the measure to the fee zone IV. The planning is to begin immediately after the award of the contract. The following funding programmes are likely to be used: Urban development funding, the aim is to submit the documents for urban development funding in autumn 2026. Monument protection.
