The performance requirements described below are based on the decision of the Brandenburg State Parliament of 18 June 2026 (Document 8/2833-B) to establish and conduct the Citizens' Council "Future of Public Broadcasting", which is to discuss central questions regarding the future design of public broadcasting from the perspective of citizens and to develop recommendations on this. The external service provider (contractor) to be commissioned with the conception and implementation will be accompanied by the Citizens' Council Project Office at the Petitions Committee of the Brandenburg State Parliament.
