Slovakia – Construction works for sewage treatment plants, purification plants and refuse incineration plants – Modernizácia a ekologizácia ZEVO OLO

The subject of the competitive dialogue is the selection of a general contractor for the construction of "Modernisation and Ecologisation of ZEVO OLO" for lines K3 and K2, in the form of a "Design&Build" supply in accordance with the requirements, conditions, specifications and other data and information provided in the contract for work, which will be the subject of negotiations in the competitive dialogue. The planned modernisation and ecologisation of the facility for the energy utilisation of waste (hereinafter referred to as "ZEVO") will include the installation of a new incineration line K3, the reconstruction of the existing incineration lines K2 and K1, the installation of new equipment for the production and supply of heat and electricity, the construction of new and the reconstruction of existing building and engineering structures of ZEVO OLO. A more detailed technical design of the modernisation will be submitted to qualified interested parties who will be invited to participate in the competitive dialogue. The aim of the competitive dialogue is to find the optimal modern technical solution that meets the operational and economic needs of the contracting authority (i.e. the subject of the dialogue/negotiations will be the technical proposals of qualified interested parties). The contracting authority may (and plans to) discuss all aspects of the project with the participants during this phase. The contracting authority in the dialogue allows qualified participants to present and explain their technical proposals. Within the competitive dialogue, there may be amendments, additions or deletions of some parts of the envisaged technical design (scope of the order), including the deletion of individual planned/considered building structures or a change in the required technical parameters, as a result of constructive and technical negotiations and the financial and operational capabilities of the contracting authority. The final scope of the modernisation (of the required design activities, construction works and technology supplies collectively representing the subject of the order) will be determined on the basis of the negotiations carried out in the competitive dialogue.
