France – Reconditioning services of rolling stock – Réalisation de l’OPMV des Trams-Trains Alstom Citadis Dualis Pays de la Loire

In the context of opening up rail transport to competition and delegating the operation of its TER lines, the Pays de la Loire Region (hereinafter "the Region") has wished to divide the TER Pays de la Loire network into several lots. The "Tram-Train – Sud Loire" lot was the first to be the subject of a tender. It was awarded to SNCF Voyageurs (SNCF Voyageurs Loire Océan - SVLO) on 11 July 2023 through a public service delegation contract (CSP) covering the management and operation of the public rail passenger transport service concerning the "Sud Loire" and "Tram-Train" sets, signed on 5 July 2023. This contract also aims to confer on the operator SVLO the responsibility for maintaining the Rolling Stock necessary for the transport offer, as well as the maintenance at all levels of this material, including the performance at its expense of the Mid-Life Operations (OPMV) of the railway rolling stock. In accordance with its offer, SVLO entrusts the performance of the operations considered to be industrial maintenance to a contractor selected after a competitive tendering process. The contract is concluded by SVLO and the investment is subsidised by the Region. The Alstom Citadis Dualis tram-train rolling stock was designed for a predicted lifespan of 15 years. The 24 tram-trains were delivered between 2011 and 2015 to the Pays de la Loire Region. The Region, owner of the 24 tram-trains subject to the contract, wishes to carry out a mid-life operation (OPMV) programme on these materials. The mid-life operation programme aims to extend the lifespan by 20 years from the date of exit from the OPMV, through the replacement of obsolete equipment and components and/or in a state of pronounced wear and/or showing signs of unreliability. The objective is also to modernise the trainsets through the update of the visual identity inside and out, to modify the interior layout, to take into account the requests for evolution of the functional equipment of the trainset formulated by the Pays de la Loire Region and finally to carry out the possible developments to improve the accessibility of public transport vehicles to people with disabilities and reduced mobility. The Region also wishes for this programme to be part of a decarbonisation approach and to help develop local roots. The work on the trainsets will be carried out at a site dedicated to the Contract Holder. The Contract is for the study and implementation of the OPMV and the modernisation of 24 tram-trains owned by the Pays de la Loire Region. It includes the supply of the parts necessary for the operation, with the exception of the Repairable Parts of the Material (PRM) and the Repairable Parts of the Material with Allocation (PRMD).
