The objective of the advertised service 'Freianlagen' is to provide the planning services of phases 3 to 9 according to § 38 ff HOAI 2021 for the redesign of the Casinopark. The contracting authority intends to commission the services in two stages: Stage 1 includes phase 3 design planning and phase 4 permit planning. Stage 2 includes the partial services of phase 5 execution planning incl. phase 6 creation of detailed service specifications and phase 7 involvement in the tendering process, phase 8 technical and construction supervision and coordination of implementation, as well as completion, documentation and phase 9 commissioning. Stage 1 will be commissioned with the award. The commissioning of stage 2 remains an option for the contracting authority. Project problem: The contracting authority points out that a public participation and preliminary design planning has already been carried out in advance. In principle, the previously involved office can also participate in the tendering procedure. Instead, appropriate measures are taken in accordance with § 7 para. 1 and 2 VgV to ensure that the competition is not distorted. In particular, the contracting authority will give interested market participants the opportunity to view all the results of the previous planning services and all documents provided to this market participant during the tendering phase.
