1. Preparation of an environmental impact assessment (EIA) in accordance with § 3 Abs. 1 HOAI

2. Preparation of a generally understandable summary (GUS) of the EIA in accordance with § 6 Abs. 3 UVPG

3. Investigations of protected goods according to the scoping document from 19.03.2026.

a) Marine mammals:

- Update of the noise report from 16.11.2007

b) Fish:

- Investigation area: Sampling fields 2a to 2c and 3a to 3d; additionally, capture of a suitable reference and capture of an existing sampling cone (1a and/or 1b)

- 15 towed paths with one tree course per investigation time; additionally, in the spring or summer investigation, 15 pelagic fish hauls with suitable net are to be provided

- Investigation of the sampling paths over 2 years; investigation period: autumn 2026 to summer 2028

- Sampling times

- Equipment standards and processing of the fishing hauls according to STUK

4. Preparation of a location-related building plan (LBP) in accordance with § 31 Abs. 1 HOAI

5. Preparation of all necessary NATURA 2000 compatibility studies in accordance with § 34 BNatSchG; the requirements according to the scoping document are to be taken into account; a possibly necessary exception examination and description of coherence measures

6. Preparation of a species protection specialist report (AFB); possibly necessary compensatory measures

7. Consideration of the concerns of the European Water Framework Directive (WFD): Preparation of a specialist report on the WFD

8. Consideration of the concerns of the European Marine Strategy Framework Directive (MSFD): Preparation of a specialist report on the MSFD

9. Three (3) coordination meetings with the AG in Husum to coordinate the investigations of the protected goods marine mammals and fish as well as to coordinate the expert reports (LBP, NATURA 2000, AFB, WFD, MSFD)

10. Processing of responses to objections and statements received as part of the participation procedure

11. Participation in the discussion meeting

12. One-time revision of the documents according to the results from the discussion meeting (if necessary)
