The contracting authority, the ZBW – German National Library of Economics, Leibniz Information Centre for Economics, is an information infrastructure for economic literature with a supra-regional mandate. As an infrastructure facility for economics, it supports researchers and students in their learning, research, and publication processes. The ZBW has one location in Hamburg and one in Kiel. Currently, 20,000 people are registered for active library use at the ZBW. This tender is for the supply of scholarly monographs. The contract includes the procurement of printed monographs. E-books, particularly e-book packages, are not subject to the tender. The selection of relevant titles should be supported with bibliographic data. Furthermore, the entire procurement process should be traceable in a management system (administrative platform) of the supplier for the contracting authority's employees. The contract is divided into the following lots:

Lot 1: LOS DE Focus Germany

Lot 2: LOS ANGLO Focus USA, United Kingdom of Great Britain and Northern Ireland, Ireland

Lot 3: LOS WELT Focus France, Belgium, Canada, Netherlands, Scandinavia, Austria, Switzerland, Liechtenstein, Australia, New Zealand, Africa

There may be deviations in the contract volume for the tendered lots during the contract period. The contracting authority expects fluctuations of 20 to 30%, and in exceptional cases (e.g., in the event of unforeseen changes in the publication market), up to a maximum of 50%. In this case, adjustments can be agreed. These are circumstances that are beyond the control of the contracting authority. As a result, the contract volume can both increase and decrease. The overall character of the contract is not affected by this. If a change is foreseeable, the later contractor will be informed in good time about the specific content and scope of the contract adjustment. There is no obligation to accept the number of titles or total volume specified in the lot. The stated expenditures include value-added tax or import sales tax.
