Building planning services for a social housing project at Alice-Salomon-Straße 1, 79111 Freiburg. The subject of the procedure are building planning services according to HOAI Part 3, Section 1, § 33 ff. for the new construction "Social Housing Project, Alice-Salomon-Straße 1, Freiburg". A two-stage negotiation procedure with a public participation competition and negotiation phase will be conducted according to §§ 14, 17 and 73 ff. VgV for building planning services according to HOAI Part 3, Section 1, § 33 ff. The City of Freiburg plans to build a social housing project at Alice-Salomon-Straße 1 in Freiburg-St. Georgen. A four-story residential building with 29 residential units for approximately 60 persons is planned. The aim of the project is to accommodate homeless individuals and families from municipal residential homes in their own rental housing. The City of Freiburg acts as the client and future operator. The project is also designed as a transferable model for further social housing projects of this kind. The property is located within the scope of the "Innere Elben" land-use plan; three full floors and one attic floor are planned. Building law exemptions for the currently planned volume and the extent of the building use have been clarified by means of a building permit application. The building permit application is based on a feasibility study, which, in addition to the building law issues regarding the location and volume of the building, also provides initial floor plan investigations and evidence of the desired housing mix. The feasibility study and the result of the building permit application will be made fully available to the bidders in the 2nd stage of the procedure. The housing mix comprises 19 small apartments for single households, four of which are barrier-free, one unit for social care, four two-room apartments for couples or single parents and six large apartments for families with five or more persons. The currently planned living space is approximately 1,600 m². The room sizes are based on the state housing promotion program. With the conclusion of the contract, the performance phases 1 to 3 will be commissioned. The performance phases 4 to 9 are to be commissioned step by step. There is no legal entitlement to the transfer of the further or all performance phases.
