The procurement procedure for the consultation is a restricted competition, in accordance with Articles R.2162-15 to R.2162-21 of the Public Procurement Code. The competition is restricted: 3 candidates will be selected following the tendering phase and will be admitted to compete and submit the required services, based on the programme and the draft contract for the works contract, which will only be provided to the selected candidates. A procedure without publicity or competition, allowing for negotiation, will be initiated following the competition with the winner(s), in order to award the public contract, in accordance with Articles R.2122 and R.2172 of the Public Procurement Code. This will be an ordinary contract.
