Description

The contracting authority is procuring a contract concerning Transition In, Further Development, Application Operations, Application Maintenance, Support, Ordering Services and Transition Out. The BBR system (Building and Housing Register) is Denmark's central, legally mandated register of all buildings, dwellings, technical installations and land. It functions as a national basic data register and is used by both public authorities, businesses and citizens. The contract consists of the following 3 main services: I. Transition In, including, inter alia, a secure and stable takeover of application responsibility for BBR, implementation of, for example, project management, transition organisation, transfer of source code and documentation, implementation of technical transition and necessary transformation, takeover of knowledge from the Contracting Party, and establishment of the operating organisation, including establishment of cooperation with the Operations Provider. II. Ongoing Services to BBR, including; a. Support, including, inter alia, responsibility for Service Desk, user administration, handling of Incidents, Problems, Service Requests, Early Life Support, according to the Operational Processes, in order to ensure high availability for Users; b. Application Operations, including, inter alia, database operations, middleware operations, backup, restore, monitoring and logging, 2nd and 3rd line support, Configuration-, Patch-, and Release- and Deployment Management, according to the Operational Processes, and operations reporting with high requirements for uptime and downtime; c. Application Maintenance, including, inter alia, ongoing and preventive maintenance of BBR 3.0, minor changes, new Versions, bug fixes, Release Management, according to the Operational Processes, in order to support high requirements for uptime and downtime; d. Governance, including close cooperation with the Operations Provider, Operational Processes, security services, documentation and operations reporting. III. Agile Further Development of BBR is carried out according to the contracting authority's Agile Method, according to Annex 4.c in close cooperation between the Parties with regard to supporting the contracting authority's Business Goals and Needs. Further development includes possible new functionality. It is the contracting authority's business need that all Services are delivered with high delivery security and robustness, and that the Supplier demonstrates proactivity in the cooperation. The Supplier shall, in Transition In, take over the application responsibility for BBR and from the Transition Day deliver Ongoing Services, including, inter alia, Application Operations, Application Maintenance of BBR and carry out Further Development. BBR is part of the joint public basic data program, and the Supplier must therefore cooperate with the Other Suppliers who deliver other parts of the joint public basic data program, including the Operations Provider, and with Users of basic data. It is also the contracting authority's business need, inter alia, to give BBR a qualitative boost in the form of a Further Development that supports BBR 3.0 appearing reliable, future-proof and secure, so that the municipalities also in the future have a strong foundation for delivering the best digital services to citizens in an increasingly coherent, effective and modern public sector. The Further Development will take place in close, agile cooperation with the contracting authority according to the contracting authority's Agile Method, where cooperation and mutual openness are highly valued. The close agile cooperation shall, inter alia, support knowledge sharing between the Parties and optimise the use of the Parties' resources, as well as support an increasing insight into BBR 3.0 and the technologies used and changes in the contracting authority's prioritisation and the use of new technological opportunities. The contracting authority has to a limited extent worked with the Agile Method and has a strategy where, inter alia, it is the goal that work should be done to a greater extent in an agile manner. The transformation of the contracting authority's organisation in a more agile direction is therefore a focus area for the contracting authority and has the attention of the top management.
