The Rouen Normandie Métropole wishes to equip itself with secure bicycle parks in which users will be able to access a secure bicycle parking space, by subscription or by hourly ticket. The expected equipment must be of high quality and aesthetically pleasing so as to satisfy the landscape integration and thus meet the requirements of the French Building Architects (ABF). These bicycle parks must be interoperable with the global access management solution (software: back and front office and hardware: access control equipment, cylinder...) provided by the Métropole as part of a contract for the management, operation and marketing of the secure bicycle parking service "LOVELO parking". The contract must enable:

- Supply of bicycle parks with secure access for the user and energy self-sufficient, powered either by battery or from the low or high voltage electrical network.

- Compatibility of the bicycle parks with the software and hardware provided by the Métropole

- Processing of authorisation requests for the installation of bicycle parks on public land, and in particular requests relating to the regulation of the conservation authority and the police authority.

- Delivery and installation of secure bicycle parks at the identified installation sites.
