The subject of the order, in accordance with the Subject of the Order Description, which is Annex No. 12.1 and Annex No. 12.2 to SWZ, is: the supply of one new factory electric, low-floor, electric city bus, with a total length ranging from 11.5 meters to 12.5 meters, referred to hereafter as the "EV12 bus" or "bus", the supply, installation, and connection, as well as the first start-up of 1 new factory, wired, two-position mobile charging station of the Plug-in type with a power of 80kW, referred to hereafter as the "Plug-in 80kW charger", or "80kW charger" or "charger", the warranty and post-warranty service of the EV12 bus and charger, as well as training. The supplied bus must meet the accessibility requirements for persons with disabilities in accordance with Article 100 of the PZP Act and the provisions of the Act of 19 July 2019 on ensuring accessibility to persons with special needs, as well as the information contained in the "Guidelines on the implementation of equality principles within the framework of EU funds for 2021-2027" prepared by the Ministry of Funds and Regional Policy, and in particular Annex No. 2 to the Guidelines "Accessibility standards for cohesion policy 2021-2027". The subject order is co-financed from the funds of the European Union from the European Regional Development Fund, within the framework of the Regional Programme European Funds for Łódź 2021-2027, Priority FELD.03 European funds for mobile Łódź, Action FELD.03.04 Urban mobility - ZIT Radomsko-Piotrków Trybunalski-Bełchatów. 3. The subject of the order has not been divided into parts. The Purchaser does not allow the submission of partial offers. Detailed justification is indicated in the order documents. 4. The Purchaser does not allow the submission of variant offers or in the form of electronic catalogues. 5. The Purchaser does not provide for the award of orders, as referred to in Article 214(1)(8) of the PZP Act. 6. A detailed description and the manner of implementation of the order is contained in the Subject of the Order Description, the Contract Project - which is Annex No. 7 to SWZ. 7. The Purchaser does not require the Contractor to carry out a local inspection or for the Contractor to check the documents necessary for the implementation of the order available on the premises of the Purchaser. 8. Minimum warranty conditions for the bus and charger: these are described in detail in the tender documentation available at: https://platformazakupowa.pl/transakcja/1384116. The Purchaser provides for the application of the procedure referred to in Article 139(1) of the PZP Act, i.e. the possibility of applying the so-called reverse order of evaluation of offers. In this case, the Purchaser will first carry out an examination and evaluation of the offers, and then carry out a subjective qualification of the contractor whose offer was most highly evaluated, in terms of the absence of grounds for exclusion and the fulfilment of the conditions for participation in the proceedings. 4. The Purchaser does not provide for the selection of the most advantageous offer with the possibility of conducting negotiations. 5. The Purchaser does not provide for an electronic auction. 6. The Purchaser does not provide for the submission of an offer in the form of electronic catalogues. 7. The Purchaser does not conduct proceedings for the conclusion of a framework agreement. 8. The Purchaser does not reserve the possibility of applying for an order exclusively by contractors, as referred to in Article 94 of the PZP Act. 9. The Purchaser does not specify additional requirements related to the employment of persons, as referred to in Article 96(2)(2) of the PZP Act. The formal requirements that the offered subject of the order must meet, as well as the detailed requirements, technical parameters, equipment and warranty and service conditions that the offered subject of the order must meet and have, are contained in: 1) Annex No. 12.1 to SWZ - concerning the EV12 bus, 2) Annex No. 12.2 to SWZ - concerning the charger.
