Summary

The City of Raisio and CompassForge Ventures Oy have entered into a cooperation agreement for the development of the area. CompassForge Ventures Oy plans to build a data centre in the Itä-Somerso area, which requires master planning. A preliminary planning agreement has been mutually agreed upon for the project, based on which joint planning has begun. At the same time, the Itä-Somerso planning area is also being planned more broadly. This call for tenders focuses on the area needed for the data centre project. Description of the matter and call for tenders The project is being promoted in parallel with the preparation of Fingrid's 400kv power line. The power line is scheduled to be completed by the end of 2031. The data centre could potentially start operating earlier, so the planning project must proceed on the fastest possible schedule. Fingrid is currently promoting the power line project under the YVA procedure, and the project is on schedule. The data centre project has allocated a 40-hectare plot of land under the preliminary planning agreement, as well as an option for an expansion area (25ha). The target schedule is for the data centre to be built and operational at the latest when Fingrid's power line is completed. The project requires a YVA review for both the power line and the future energy storage facility. The Itä-Somerso planning area currently under development is approximately 119 ha in size. This planning project also requires consultations with authorities. We invite tenders for the preparation of the master plan for the Itä-Somerso planning area. The selected contractor may also be considered for the detailed design of the construction project. The tendered design work must include: • Site visits and surveys required for the design work • Project meetings required with the City of Raisio and the project manager (primarily remote meetings, with meeting minutes to be prepared by the selected contractor) • Preparation of the Participation and Assessment Plan (OAS) • Participation in consultations with authorities • Preliminary master plan • Draft master plan • Master plan report • Responses to comments, feedback, reminders, objections, and statements received during the draft and proposal phases • Responses to possible objections from legal authorities The City will respond to consultations related to the project. The final product must be ready master plan maps in DNG or DWG format in the same coordinate system as the source material, as well as in Adobe PDF format. OAS, master plan reports, and other texts with attachments in Adobe PDF format, as well as in Word format. The tender must include an option for arranging a public event (unit price). Planning area objectives The plan will enable future employment areas and the planned data centre. The design of the area must take into account the natural values identified in the environmental impact assessment carried out in the area. In addition, the design of the area must take into account, among other things, the comprehensive management of surface waters. Items to be presented in the tender: -Project plan for the progress of the plan and project schedule. -Project team composition. The experience of key personnel involved in the project in industrial park planning and data centre projects must be presented. -Unit prices and estimated man-hours for experts involved in the project.
