Czechia – IT services: consulting, software development, Internet and support – DNS – Expertní kapacity pro rozvoj digitálního zdravotnictví

The subject of this public contract is the establishment and operation of a dynamic purchasing system (DNS) for the purpose of ensuring expert capacities in the field of digital health, interoperability, secondary use of health data and cybersecurity, and this for the needs of the preparation, design, implementation, development and support of projects and activities of the National Centre for Electronic Health (NCEZ). The subject of the performance of individual public contracts awarded within the DNS will be the provision of experts and expert services corresponding to individual DNS categories according to the current needs of the contracting authority. Individual DNS categories represent areas of specialized expertise used in the implementation of projects and development activities of digital health. An overview of expert positions assigned to individual DNS categories, including requirements for their professional practice, experience and other professional prerequisites, is given in Annexes 1A to 1D of this tender documentation for tendering public contracts in the dynamic purchasing system, which form Annex 2 of this tender documentation. The requirements of the contracting authority for individual expert positions and the way of their proof within the individual public contracts awarded in the DNS are set out in the said annexes. The contracting authority points out that within the individual public contracts it may require one expert or a combination of several expert positions according to the needs of the specific public contract. One expert position may be used across different projects, information systems or digital services. The subject of the performance of individual public contracts awarded in the DNS, including the required expert positions, requirements for their experience, technical, commercial and other contractual conditions, will always be precisely specified in the invitation to tender according to § 141 ZZVZ and in its annexes. The contracting authority reserves the right to extend the list of expert positions listed in Annexes 1A to 1D of this tender documentation for tendering public contracts in the dynamic purchasing system during the duration of the DNS. In such a case, it will proceed in accordance with § 139a ZZVZ.
