Helsinki Metropolitan Area Transport Ltd publishes an architectural competition announcement for the design of the Itäkeskus public transport terminal on behalf of Helsinki Public Transport Infrastructure Ltd and the City of Helsinki's Transport Department (HKL). The current site includes the entrance to Itäkeskus metro station, two parking facilities, and a bus terminal on the roof level. In line with the City of Helsinki's urban strategy for 2025-2029, Itäkeskus is being developed ambitiously. The aim of the Itäkeskus public transport terminal renovation is to create smooth transfer connections between different modes of transport. The design of the public transport terminal aims to create a pleasant, safe, and accessible overall environment. Good design will ensure that transferring from one mode of transport to another is easy and smooth, and that necessary services are nearby. With the renovation, the terminus of the light rail line PR15 will be located as part of the public transport terminal block. The competition aims to create a solution that is architecturally interesting and gives the area a strong identity. The competition is organized in cooperation with the City of Helsinki and the Finnish Association of Architects SAFA, in accordance with the general competition rules used by the association. For more detailed information on the competition program, see the competition website. https://cc.tietoa.fi/c/itis-jlt The City of Helsinki's Transport Department and Helsinki Public Transport Infrastructure Ltd will commission the winning party of the architectural competition to carry out the main and architectural design of the project, provided that the following conditions are met: - the winner of the competition, the future contract partner, has the copyright to the design - the winner of the competition names two persons who meet the minimum requirements, i.e. the chief designer and the responsible architect, the winner may also act in one of the aforementioned roles - the purchasers and the winner of the competition reach a mutual understanding in negotiations on the terms of the contract and the design fee (ceiling price and hourly rates). The task includes the following tasks according to the task lists: Project design task list items B-D, General plans and implementation design task list items E-G, Construction phase and warranty tasks task list items H-K. The task includes the obligations of the designer according to the Occupational Safety and Health Act as well as the obligations according to the Construction Safety Regulation VNa 205/2009, 7§. Minimum requirements for the chief designer and the responsible architect: 1) The designers must have a valid certificate of competence for their own field at an extremely demanding level according to the Building Act. 2) The designers must have experience of a similar type and scale of project in the different phases of the project, for example the design of a passenger terminal, railway station, airport terminal, shopping centre, etc., where the management of large numbers of customers, passengers or visitors has been taken into account. Due to the special nature of the target, a project completed more than five (5) years ago may also be taken into account. 3) The designers must have at least good oral and written skills in Finnish. Negotiations for the assignment contract Negotiations will begin no later than three (3) weeks after the competition is decided, at which point the invited party must present the purchasers with the proposed persons for the roles of chief designer and responsible architect for approval, who meet the minimum requirements (1-3). The negotiations will be conducted in Finnish and the contract will be drafted in Finnish. Negotiations with the winner will be conducted within three (3) months after the selection of the winner of the design competition. The aim is to reach a mutually acceptable view on the terms of the contract and the design fee within this time. After the negotiations, the purchasers will make procurement decisions on the assignment. The assignment contract will be drafted according to the RT 80420 contract template. The purchaser will draft a draft contract and its terms as well as the annexes to the contract for the negotiations between the parties. The contract will include, among other things, the architectural design task list ARK18 (RT 10-103253) and the main design task list PS18 (RT 10–103254) in their applicable parts, as well as a data protection and confidentiality annex. The assignment will follow the KSE 2013 conditions in their applicable parts, see the purchasers' proposed deviations from the KSE 2013 conditions in the annex. The purchasers reserve the right to clarify and supplement the list of deviations in the forthcoming contract negotiations. The necessary meetings at the different phases of the project will be included in the forthcoming assignment. The meetings will be specified according to the task lists in the contract negotiation phase. The project will use a project bank, where all produced documents will be stored according to the instructions in the project bank. The project will be designed based on a data model. The promotion of the public transport terminal project is conditional on the purchasers obtaining the necessary decisions to promote the project.
