Helsinki Metropolitan Area Council (HKL) published a notice of an architectural competition for the design of the Itäkeskus Public Transport Terminal in Helsinki, on behalf of Helsinki City Transport Infrastructure Oy and the City of Helsinki's Transport Authority (HKL). The area currently includes the entrance to Itäkeskus metro station, two parking facilities, and a bus terminal on the roof level. According to the objectives of Helsinki's City Strategy 2025-2029, Itäkeskus is being developed ambitiously. The aim of the renovation of the Itäkeskus Public Transport Terminal is to create seamless transfers between different modes of transport. The design of the public transport terminal aims to create a pleasant, safe, and accessible overall experience. Good design aims to ensure that transferring from one mode of transport to another is easy and smooth, and that necessary services are nearby. With the renovation, the terminus of the light rail line PR15 will be located as part of the public transport terminal block. The competition aims to create a solution that is architecturally interesting and creates a strong identity for the area. The competition is organised in cooperation with the City of Helsinki and the Finnish Association of Architects SAFA, in accordance with the rules generally used by the association. For more information about the competition, see the competition website. https://cc.tietoa.fi/c/itis-jlt Helsinki City Transport Authority and Helsinki City Transport Infrastructure Oy will commission the winner of the architectural competition to undertake the main and architectural design of the project, provided that the following conditions are met: - the winner of the competition, the future contracting partner, holds the copyright to the design - the winner of the competition names two people who meet the minimum requirements, i.e. the chief designer and the responsible architect, the winner may also act in one of the aforementioned roles - the contracting parties and the winner of the competition reach a mutual understanding on the terms of the contract and the design fee (ceiling price and hourly rates) during negotiations. The task includes the following tasks according to the task lists: Project design task list items B-D, General plans and implementation design task list items E-G, Construction phase and warranty tasks task list items H-K. The task includes the designer's obligations according to the Occupational Safety and Health Act and the obligations according to the Construction Safety Act VNa 205/2009, 7§. Minimum requirements for the chief designer and the responsible architect: 1) The designers must have a valid certificate of competence from the construction sector at a very demanding level. 2) The named designers must have experience of a similar type and scale of project in different phases, for example, the design of a passenger terminal, railway station, airport terminal, shopping centre, etc., where the management of large numbers of passengers or visitors has been taken into account. Due to the special nature of the target, a project completed more than five (5) years ago may also be taken into account. 3) The designers must have at least good oral and written skills in Finnish. Negotiations on the contract award Negotiations will begin no later than three (3) weeks after the competition is decided, when the invitee must present the persons proposed for the roles of chief designer and responsible architect, who meet the minimum requirements (1-3) for approval. Negotiations will be conducted in Finnish and the contract will be drafted in Finnish. Negotiations with the winner will be conducted within three (3) months after the selection of the winner of the design competition. The aim is to reach a mutually agreed view on the terms of the contract and the design fee within this time. After the negotiations, the contracting parties will make procurement decisions on the assignment. The contract will be drafted on the basis of the RT 80420 contract template. The contracting party will draft a draft contract and its terms and the contract appendices for the negotiations between the parties. The contract will include, inter alia, the architectural design task list ARK18 (RT 10-103253) and the main design task list PS18 (RT 10–103254) to the extent applicable, as well as the data protection and confidentiality appendix. The procurement will follow the KSE 2013 conditions to the extent applicable, see the deviations from the KSE 2013 conditions set out in the appendix by the contracting parties. The contracting parties reserve the right to refine and supplement the list of deviations in the forthcoming contract negotiations. The necessary meetings at the different stages of the project will be included in the forthcoming assignment. The meetings will be specified in accordance with the task lists during the contract negotiation phase. The project will use a project bank, to which all produced documents will be stored in accordance with the instructions in the project bank. The project will be designed based on a data model. The promotion of the public transport terminal project is conditional on the contracting parties obtaining the necessary decisions to promote the project.
