Description
The project's objective, in accordance with the approved preliminary study and approved E-HU planning, is to replace the operational, left (western) lock chamber of the Herbrum Lock in the Dortmund-Ems Canal (DEK) to ensure the long-term safety and ease of navigation, as well as the performance of the federal waterway. The new lock chamber is to be commissioned before the decommissioning of the western lock chamber (remaining service life approx. 15 years) and adapted in terms of its dimensions and performance to current and future requirements. The replacement of the Herbrum Lock will be implemented at the site of the old, eastern lock chamber after its demolition. The project will be carried out within the framework of the Partnership Model Waterways (PmW) as a pilot project in the form of an Integrated Project Execution (IPA). This model is characterized by:
- early involvement of all key project participants,
- joint development of the construction target in Contract Phase 1,
- cooperative and transparent project management,
- joint responsibility for cost, schedule, and quality goals,
- alignment of all decisions with the principle "Best for Project".
The PmW is modular in structure and consists of two contract phases:
- Contract Phase 0 – Preparation and Award (current phase)
- Contract Phase 1 – Integrated Planning (Joint specification of the functional construction target, risk management, and determination of the target price.)
- Contract Phase 2 – Execution (Implementation based on the jointly developed and agreed specification.)
For the project, a module combination has been chosen that enables integrated planning and execution in the alliance model with a multi-party contract. Due to the technical complexity, the boundary conditions of construction in existing structures, and the high importance for ongoing shipping operations, this execution model is particularly suitable. The operational building of the ABz. Support Point Herbrum will be demolished and rebuilt on the same site. The currently operational control centre on the lock island will be taken out of operation. A new control centre will be integrated into the building of the ABz. Support Point Herbrum. A separate design AU for this purpose is being prepared and approved by the WSA. The commissioning/traffic release of the new lock is planned for Q2 2032. A detailed description of the tender package 1 - General Planning will be provided in section 5.1.
