The reason for the negotiated procedure being conducted by the municipality of Efringen-Kirchen is the planned new construction for the fire department and the mountain rescue service in Efringen-Kirchen. To find the best solution for the additional space requirements and functional needs for the new construction of the fire station and the mountain rescue service, the municipal council decided to conduct a realization competition. The objective of the competition was to develop a building concept for the new construction of the fire station and the mountain rescue service. The competition procedure was concluded with the jury meeting on 25 February 2026. The subsequent award procedure resulted in Schaudt Architekten GmbH from Konstanz being declared the winner. The municipal council will commission the office with the further planning services for the building planning according to § 34 HOAI. For the further implementation of the construction measure on the basis of the competition or preliminary design planning, further planning services are now required. The subject of the invitation to tender is the award of the specialist planning services for structural design according to § 49 ff. HOAI, performance phases 1 to 6 according to § 51 HOAI, special services: earthquake assessment, engineering inspection of the execution, constructive fire protection. A negotiated procedure is being conducted in accordance with the Act against Restraints of Competition (GWB) and § 17 VgV with a competition phase and an award phase. The usable floor areas (NUF) of the buildings comprise: Fire department share approx. 3,407 m² Mountain rescue service share approx. 237 m² Cost estimate fire department: - Cost share KG 300: approx. 7,652,332 EUR net - Cost share KG 400: approx. 2,550,777 EUR net Cost estimate mountain rescue service: - Cost share KG 300: approx. 589,445 EUR net - Cost share KG 400: approx. 196,482 EUR net Planning is to commence immediately after the order has been placed.
