The purpose of this above-threshold Public Procurement of Services, awarded through an open procedure pursuant to Section 56 and the following sections of the Public Procurement Act, is to conclude (i) a contract for the implementation of an application / applications focused on supporting the management of financial risks for the needs of Risk Tools, the HBK – Rating Calculator System (“HBK – Rating Calculator System”; “Implementation Contract”) and (ii) subsequent maintenance, support and development contracts for the HBK – Rating Calculator System (“Service Contract”; the Implementation Contract and the Service Contract collectively “Contracts” or “Contractual Documentation”). The subject of the Public Procurement is the supply and implementation of a new application or applications focused on supporting risk management tools, and the provision of related services, specifically: - supply and implementation of the HBK – Rating Calculator System; - development of Rating models according to the requirements of the Contracting Authority; - independent validation of the developed Rating models; - services leading to the successful implementation of the HBK – Rating Calculator System in the environment of the Contracting Authority; - ensuring long-term support, maintenance and minor development for 10 years from the implementation of the HBK – Rating Calculator System. Based on the Contracts, the subject of the Public Procurement will be realized with one supplier, whose bid will be evaluated as the most economically advantageous. Rating Calculator The Rating Calculator is a technological solution, i.e. a system / application or functional component, which uses the Rating model to systematically evaluate subjects. Rating Model The Rating Model is a systematic tool used to evaluate the creditworthiness of a client. The aim of the Public Procurement is to simplify processes, utilize modern technologies and approaches, and ensure the flexibility of the HBK – Rating Calculator System in accordance with the requirements of the Contracting Authority. The Contracting Authority notes that through this Public Procurement, it is looking for a supplier who will provide a complete solution, i.e. both supply and implement the HBK – Rating Calculator (and ensure its support and maintenance), and create individual Rating models according to the requirements of the Contracting Authority and ensure the performance of their independent validation. The Rating models will be newly created in the HBK – Rating Calculator System with limited use of historical client data from the Bank. The Contracting Authority does not have the know-how to create and implement Rating models and therefore the selected supplier cannot expect above-standard cooperation from the Contracting Authority in this area. The Contracting Authority is able to provide the selected supplier with a limited set of data, but is not able to provide the scope of data on which the Rating model could be calibrated. The subject of the Public Procurement is the supply, implementation, maintenance, development and support of the HBK – Rating Calculator System (including the development and validation of Rating models), the detailed specifications and components of which are set out in the annexes to the Contracts. The fulfilment will be divided into two Contracts, i.e. (i) the Implementation Contract and (ii) the Service Contract. Based on the Service Contract, the servicing, maintenance, support and minor development of the System will take place.
